What is Compliance?

Compliance refers to the process of adhering to laws, regulations, standards, and internal policies that govern individuals, organizations, and government entities. Students across business, healthcare, public administration, law, and organizational behavior courses encounter this topic because it sits at the intersection of ethics, accountability, and operational management. What makes compliance academically interesting is its breadth — it applies equally to corporate financial reporting, workplace safety, healthcare accreditation, and civil liberties, making it a versatile lens for analyzing how rules are created, enforced, and sometimes violated.

The papers archived on this topic reflect a wide range of approaches. Some focus on specific regulatory frameworks, such as the Sarbanes-Oxley Act and its effects on corporate accountability, or JCAHO accreditation standards in healthcare settings. Others take a policy analysis angle, examining Title IX and gender equity or sex offender regulations. Case-study approaches appear frequently, with papers on AIG accounting fraud and Humana Inc. illustrating how noncompliance unfolds in real organizations. Additional papers address behavioral and procedural dimensions, such as hand hygiene standards, OHS workplace obligations, and psychological compliance techniques, showing that the topic extends well beyond legal formality.

A strong essay on compliance needs a focused thesis that identifies a specific gap between required standards and actual practice, then explains the consequences of that gap. Evidence drawn from regulatory documents, organizational case studies, or documented policy outcomes carries the most weight. One common pitfall is treating compliance as purely a checklist exercise — stronger essays engage with why organizations fail to comply, whether due to structural incentives, resource limitations, or ambiguous requirements, rather than simply describing what the rules say.

Circular 230 and the IRS regulation of tax preparers
Although the majority of Americans view tax season as an annual burden that is more bother than benefit, America's ascendancy to the realm of undisputed superpower was fueled by the willingness of its citizens to contribute as individuals for the sake of the whole. For many, however, tax preparation can become a dreadful experience defined by ignorance of the law and inexperience with financial matters, and every April millions of unsuspecting Americans are duped by duplicitous tax preparation services. By manipulating the information entered into an individual's tax forms, or neglecting to inform a client about possible refunds and other benefits that they are rightfully due, nefarious tax preparers can easily defraud the unsophisticated taxpayer out of thousands of dollars, inflicting dual damage on both the individual victim's pocketbook and the federal government's coffers. With the recent national recession reminding the IRS and individual taxpayers alike that disposable income is a luxury to be treasured, revisions made to Circular 230 have been made to tighten regulations on unethical tax preparation experts, and to reduce the risk posed by negligent and unqualified tax preparers. As recent testimony delivered to the U.S. House of Representatives, during a meeting of the Committee on Ways and Means' Subcommittee on Oversight, Representative Jim Ramstad expressed the situation thusly, explaining that "the individual most responsible for claiming tax refunds is not the individual taxpayer but rather a professional tax preparer … (and) unfortunately, taxpayers receive little or no guidance on how to avoid a bad or unscrupulous preparer. Tax preparers are not licensed by the IRS … and although the IRS administers a detailed set of rules that governs tax practice, known as Circular 230, hundreds of thousands of income tax preparers are not covered by these rules" (2005).

Corporate social responsibility: stakeholder treatment and environmental impact
Corporate Social Responsibility (CSR) has recently reached an unprecedented level of salience with the emergence of global protests that seem to be driven in a large part by concerns over social issues such as equality as wells as environmental issues such as the regulation of greenhouse gas emissions. Although the protestors are occupying various parts of the world for a plethora of mixed motivations, it is reasonable to speculate that much of these individual motivations are embodied in the concept of CSR.
