The issue addressed in this paper involves the "protection function privilege," which is a strategy that the Secret Service has deployed in order to avoid testifying in the President Clinton scandal involving Monica Lewinsky. The attempt to shield Secret Service agents ultimately failed and the precedent has now been established that agents providing protection for the president must testify as to what they saw and heard in relation to a president's behaviors.
