When many Americans think of poverty, they think of people who are not working. Moreover, when they think of social welfare programs, they think of those programs aimed at assisting families without wage earners. However, many of America's poor are the working poor; families with one or two wage earners that are still mired in the depths of poverty. The government has implemented two different programs aimed at providing financial assistance to these Americans: the Earned Income Credit (EIC) is a special income tax rebate for low-income workers which can actually help low-wage workers avoid paying any income taxes and entitle them to a cash rebate beyond any taxes that they have paid; while the Temporary Assistance for Needy Families (TANF) program provides for the direct distribution of cash payments to families struggling with poverty.

As illustrated by the case, there were many unique problems associates with delivering health care to the indigent population. First, communication was an issue plaguing all parties involved. Difficulty in regards to understanding overall objectives and health care plans made operations inefficient and costly. Massive errors resulted from communication issues that ultimately hindered the access and quality of health care to the indigent population. Communication is the foundation of delivering health care. Everyone, from owners to employees must be able to effectively communicate in order to offer the quality of health care needed to support the indigent population. Without simple and comprehensive forms of communication, the overall health care program will falter as stakeholders are unaware of the overall vision and plan for the health care system.

During the first half of the 20th century, official and unofficial immigration, housing, and community policies encouraged residential segregation, but a number of legislative changes may be turning this trend around in some ways.
