Even if the medical facility were enabled within the scope of the law and legislation to send emergency labor and delivery patients to other medical faculties and even if the medical facility terminated its practice in treating labor and delivery, the reality would be that the medical facility would fail in its mission and vision which states that the medical facility intends to provide the highest level of health care to the community in which it is situated towards enabling the community to reach a higher level of health status. It is necessary that the vision of health care become broader rather than to narrow and to offer a more inclusive rather than more exclusive level of care to those in the community in which medical facilities are situated.
