Abstract Arusha accord was signed on August 3, 1993 by two warring factions in Rwanda: Government of Rwanda (GoR) and Rwandan Patriotic Front (RPF). This research article focuses on the examination of specific factors of the Arusha negotiations that led to the implementation failure. The first component for evaluation is the examination of the institutional barriers of the negotiations.
