Carl Rogers introduced the non-directive form of therapeutic communication wherein the nurse or therapist leads the patient to his own discovery of his own recovery. This theory was revolutionary during Rogers time when therapeutic communication was almost exclusively the therapist's and the patient only accepts.

All in all, health care is a commercialized system and does detract attention from those who need it, aside from failing to provide all with sufficient care due to some being less privileged than others. Nonetheless, at the end of the day, health care is a business with doctors needing to be paid, as all of us are. Technology and services cost and someone has to pay for that. Parenti's ideas are utopian and ideal. They can work best in an ideal world. But ours is not. Someone has to pay for the medical service, and, as Goldhill showed, the national expense is orbiting out of control.

The objective of this study is to complete a policy analysis on examination and treatment for emergency medical conditions and women in labor. Arising from the policy analysis will be three to five options to present to the client, a representative in Congress. The holistic labor and delivery choice is in demand with many parents-to-be vying for this type of labor and delivery solution. This type of choice is one that is available in only a few medical and health care facilities in the United States. This solution saves money, time, and stress and overwork of staff with higher satisfaction among patients. It will be requir3ed that this type of health care facility be adherent to legal and regulatory requirements. Even if the medical facility were enabled within the scope of the law and legislation to send emergency labor and delivery patients to other medical faculties and even if the medical facility terminated its practice in treating labor and delivery, the reality would be that the medical facility would fail in its mission and vision which states that the medical facility intends to provide the highest level of health care to the community in which it is situated towards enabling the community to reach a higher level of health status. It is necessary that the vision of health care become broader rather than to narrow and to offer a more inclusive rather than more exclusive level of care to those in the community in which medical facilities are situated.
