this paper examines the effectiveness of offender reentry programs in addressing the mounting population of recidivists when they integrate with the community. It presents an evaluation of the Second Chance Act, a Controlling Violent Offenders Program, a Returning Home Program and a set of 32 programs with varying results. It also presents relevant statistics on current recidivism incidence.

The procedure selected for discussion in this paper is the use of cameras in the operation room. Cameras are used in the operation room when there are students observing the surgical procedure. The cameras are not used for all operations but are used in situations where it is necessary for demonstration purposes. This allows personnel outside the operation room to view the procedure too. In some cases, the cameras are also installed to provide documentary evidence in case of litigation brought against the hospital by the patient.
