Whether the internet is making people "dumber" could be hard to measure. You may want to consider whether the use of the internet is making people less compassionate, less connected, or less able to communicate with one another. You could also look at how sites like Twitter are affecting what people see as "news," what they believe to be accurate, or how they might be misled by information that is presented too quickly and later has to be retracted and/or changed.
