Homeland Security Intelligence

The statement that intelligence is central to everything that the Department of Homeland Security (DHS) does is highly accurate and reflects the seven goals of the agency. Based on experiences, insights and intelligence gained from courses, and personal interest following the programs, this statement is accurate and also reflects the many activities, information systems and supporting processes the company relies on as well. It also speaks to the culture of DHS as a trusted source of intelligence throughout the global intelligence community (Hyong (2003), p. 55).

Analysis of the Seven Intelligence Goals of the DHS

The statement that intelligence is central to everything DHS does is supported by the following seven goals of the agency. Each of the objectives is briefly analyzed from the context of their contribution to the vision of the agency being the best homeland security agency globally.

The first goal includes defining requirements, collection strategies and dissemination techniques to ensure accuracy and fidelity of data captures. This goal is defined as ensuring all Homeland Security intelligence-related intelligence and information is collected, gathered, reported and disseminated to those who need it to enable more effective deterrence and security strategies throughout the United States (Raghu, Ramesh, Whinston (2005), pp. 310-311) . The second goal of the agency focuses on the areas of analysis and warning, and strives to make the DHS the premier providers of Homeland Security Intelligence analysis and warning. This goal is supported by many of the lessons learned in this course and from observing via case studies how effective the use of taxonomies are for managing the data captured and analyzed by the agency. The third goal centers on information sharing and knowledge management. This goal is often defined as building and implementing an intelligence systems capability that enables the DHS to add significant value to the national knowledge management systems and knowledgebase. This goal is one that illustrates how accurate the statement by Charlie Allen, former Undersecretary of Intelligence and Analysis of the DHS is. The fourth goal of the DHS is to focus on mitigating and preventing attacks against the Homeland with specific focus on systems, facilities and individuals protected by the DHS Stakeholder Community. This goal is achieved through the use of an extensive framework created specifically for monitoring and defining deterrence to threats through the use of analytics and predictive modeling (Raghu, Ramesh, Whinston (2005), pp. 310, 311). The fifth goal is to serve Stakeholders throughout the intelligence, defense and law enforcement communities of the United States in addition to managing Stakeholder information requirements. The sixth goal is one that continues to be the leas quantifiable and the most important, which is the culture of the agency (Hyong (2003), pp. 55, 56). This goal centers creating a culture of creativity, diversity and professionalism that sets the foundation for long-term growth. The seventh goal of the DHS is to continually seek ot improve existing business processes while creating new ones that can deliver even greater information and intelligence-based efficiency to the agency and its key Stakeholders.
