This is a critical component of analyzing the stakeholders of the Miami-Dade Police Department. As with all local police forces, the ultimate objective of the organization is to preserve public safety, both of residents and of tourists, even though other competing stakeholders may make demands. Prioritization of the needs of the public is critical not only to preserve the lives of individuals, but also to ensure that Miami remains financially solvent, as businesses will struggle in the future if the city is not perceived as safe.

The police department also has a responsibility to engage in community outreach to institutions such as schools communicate its message and enhance public trust and to establish connections with other safety personnel during the upcoming convention. Given the prominence of a national political convention, larger businesses and advocacy groups will likely have opinions about how the police should conduct its business. Although these should not be ignored, once again it is important to remember that public safety is a priority, not the special interests of particular factions.

The police department also has legal obligations it must uphold in regards to city and federal law enforcement agencies, such as observing correct protocols when dealing with unexpected threats (such as bomb scares) and sharing information that might be pertinent to the larger security concerns.
