Terrorist attacks involving chemical and biological weapons are feasible. The possibility of such terrorist attacks recurring, or happening should be judged on realistic parameters based on the past terrorist attacks. The United States has increasingly faced threats and has continued to remain vulnerable to acts of terrorism despite different measures currently in place. The task of protecting and securing the nation is an enormous task that requires preparation and coordination. This has demanded new approaches, not only to protect infrastructure, but to deter and prevent attacks.

Homeland security in one of its strategies has promoted public, private partnership. This unique approach ensures that private players are involved in overcoming the challenges. CBRNE is one of the major private partnerships with the homeland security, helpful in cooperative research. This group consists of highly skilled multidisciplinary experts from the public and private sectors. The experts have expertise in engineering law enforcement, nuclear explosives, chemical, radiological, nuclear, biological and special operations. The team was developed in an assessment process to compare a wide arrangement of targets using different attack situations.

Response is critical to a nation's security, but a new necessity has risen in the emergency management field. The latter not only should response to disasters but also prevent and prepare for them. In pursuit of national preparedness, the nation needs a reliable radiological, nuclear, chemical, and explosives (CBRNE), under the leadership of Office Science and Technology. National Science and Technology Council (NSTC) is a committee of homeland security, which serves as a forum for agencies in gathering CBRNE stakeholders hence facilitating furtherance of CBRNE policy. The council ensures that there is consistent equipment, which provides accurate results. In addition, it plays an enormous role in promoting CBRNE standard or policies, promotes the use of the standards in all areas of the community and the incorporation of new developed standards, provides standard procedures for the operation of CBRNE and promotes voluntary training and certification and provides an infrastructure to test for conformity. The federal strategies promote the furtherance of CBRNE policies and standards because the work towards a goal the desire to reach in a specified period.

Homeland intelligent department have assisted in law enforcement by means of monitoring, engineer support and detection missions, hence promote and improve compliance with CBRNE. They have also provided intelligent analysis to state, federal and local law enforcers promoting competency and improved support missions in and out of the United States. Navy and marine corps have participated in multi- service working groups to ensure to update and produce multi- service CBRNE defense.

CBRNE is also incorporated into air command, where the training is incorporated into courses; the instruction in the course includes instructions addressing the use of airlift and aerial re-fuelling assets in CBRNE contaminated environments. General accounting has also responded to CBRNE readiness and training assessment; where the secretary for defense recommended that current CBRNE medical services should be reviewed. The review will promote tri- service CBRNE training program which shall meet the standards of CBRNE. Tri- service standards of procedure includes; recognition, detection, decontamination, forces protection and incident response.
