Following the terrorist attacks of September 11, 2001, the point that "things would never be the same" echoed throughout the country, and in some ways this has been true. Unfortunately, many observers also maintain that some things have not changed at all, especially the ability of the U.S. intelligence community to anticipate and prevent such attacks in the first place. To determine who is right, this paper provides an analysis of the impact of the 9/11 Commission's recommendations on reforming the U.S. intelligence community in view of the major intelligence community components of the Intelligence Reform and Terrorist Prevention Act, and the extent to which these initiatives have achieved their respective goals. Finally, a discussion concerning the status of reform in the U.S. intelligence community is followed by a summary of the research and important findings in the conclusion.
