Massive institutional racism and structural inequalities still exist in the United States, especially in housing, public education and the criminal justice system in inner city areas. In every urban area, the quality of education available to poor and minority students is demonstrably worse by any measure than that of their white peers in the suburbs. This type of institutional discrimination is not caused by genetic or cultural deprivation but by the fact that the U.S. has always been and remains a highly segregated and unequal society based on race and social class. Of course, this violates the liberal, egalitarian and meritocratic ideals on which the nation was (supposedly), but after all, the U.S. managed to survive with slavery for almost a hundred years after its founding, and with legal segregation and disenfranchisement of blacks for a hundred years after that. Chicago, Detroit, East St. Louis, Camden, New Jersey all have crumbling public school systems serving mostly black and Hispanic students funded at levels far below those of white suburban districts.

School voucher programs, globalization, and diminishing trade unions have all impacted collective bargaining in recent years. The focus of this study is the effect of geography on the political, cultural, and economic development of early civilization in Mesopotamia, Egypt and the Indus Valley. The characteristic that Mesopotamia, Egypt, and the Indus Valley all have in common is that they were all river valleys. Therefore, the geography of these locations was very much alike and likewise their culture, political landscape, and economic development were all very much the same. Therefore, the statement of thesis in this study is that the civilization of Mesopotamia, Egypt and the Indus Valley were highly affected by the geography of these regions, which resulted in rapid expansion, and growth of these civilizations and which affected the cultural, political, and economic environment of these areas of the world.

The objective of this study is to examine the early development of sex offenders and the adolescent activity that fosters the abnormal behavior. This study will relate to lifespan development where the focus must explain the abnormal development over a period between ages 15 and 30. It is generally assumed the sex offender will reoffend however, this is not the case. Longitudinal studies over a period of up to 20 years have demonstrated that adolescent sex offenders more often than not go on to lead respectable and productive lives after having addressed their issues in the form of treatment for the undesirable behavior. It is not recommended that the adolescent sex offender be treated the same as an adult sex offender because there are a great many differences not only in the behavior of the adolescent and the adult sex offender, but as well in their likelihood to reoffend.

This thesis recommends that using a time management methodology will reduce the timeframe between the internal audit and consequnet training resulting in an improvement in the time and cost of the auditing process at ResCare. Research questions are: • How can time management improve the QA auditing timeframe? • What is the most time consuming step in the QA auditing process? • How will the process improvement impact the QA audit timeline?
