Military Article Review The name of this article is "Demystifying the Title 10-Title 50 Debate: Distinguishing Military Operations, Intelligence Activities & Covert Action." The hypothesis that is presented at the outset of the article is that even though Congressional leaders have attempted to "redefine military preparatory operations as intelligence activities," those efforts are "legally and historically unsupportable" (Wall, 2011, p. 85). Moreover, the author expresses in the Abstract that Congress should "revise its antiquated oversight structure" to more accurately reflect the military's "integrated and interconnected world" (Wall, 85). Wall, who served as legal consultant for the U.S. Special Operations Command Central between 2007 and 2009, certainly has the experience and the insider's knowledge of this issue, and it comes through in his narrative. This is a unique study and the author's thesis and concerns are spelled out thoroughly.

In the interest of structuring a formal proposal to serve as an adjunct and sometimes a substitute to the BA degree completion path, the following suggestions are offered: (1) State and federal funding should be directed toward promoting alternatives to the four-year degree by encouraging industry and business to establish apprenticeship programs; (2) Online hybrid learning programs should be offered by institutions of higher education to increase access to education that would not be included in the apprenticeship programs (such as might make up the non-major coursework in a BA degree program); (3) Policymakers should work to enact legislation that would actively encourage small scale educational efforts (such as those that occur informally in the hacker hostels) and that would avoid the monolithic tendencies of privatization. (4) In keeping with the tradition of the "pitmen painters," access to enriching and "democratic" educational opportunities should become a national initiative through the continued efforts of established arts and science foundations.

Democracy gives society value-freedom in voting for leaders based on legitimacy and charisma. Totalitarian rule permits no individual freedom and is an absolute and oppressive single party characterized by strong central rule.
