This essay is about the state of New Jersey and its 2013 fiscal year budget. This is a creative writing assignment. Included are opinions about the abstractness of the document, the approach to understanding the document, and the possible affects this document may have on the citizens of New Jersey.

This paper answers 6 questions about the 2014 State of the Union Address. It describes the Constitutional authorization for the address. It analyzes whether the applause in the 2014 address was political. It describes the proposals made in the address on three subjects (education, minimum wage, health care). It describes whether these proposals were substantive. And it discusses the political response to the proposals across the political spectrum.

Like abortion, the institution of capital punishment is a very divisive topic. The line dividing the supporters and opponents of capital punishment is variably drawn across political philosophies, race, sex and religion.

Punishment programs entail the removal of something undesirable or unpleasant from, a person in response to behavior that is unacceptable by an individual. Punishment is meted out by an authority; either a group or a single person, and punishment is always carried out formally under a system of law or informally in other kinds of social settings such as within a family. Negative consequences that are unauthorized or administered without a breach of rules are not considered to be punishment. In addition, fundamental justifications for punishment include retribution, rehabilitation and incapacitations such as isolation in order to prevent the wrongdoer's having contact with potential victims. In line with this, only retribution is part of the definition of punishment and none of the other justifications is a guaranteed outcome. However, inflicting something negative or unpleasant to a person without authority is considered revenge rather than punishment. Moreover, punishment differs in the degree of severity of their unpleasantness, and may include sanctions such as reprimands, deprivations of privileges, infliction of pain, and death penalty. Punishment may be corporal which refers to punishments in which pain is intended to be inflicted upon the transgressor. Besides, punishment is also judged as either fair or unfair regarding the degree of their mutuality and proportionality. Punishment is an integral part of socialization, and punishing unwanted behavior is often part of a system of behavioral modification which also includes rewards. Repatriation of cultural objects involves mainly returning historical artifacts to their original culture that obtained and owned by museums and institutions that collect culture materials. This term repatriation was originally created for the Native Americans who wished to restore their cultural object from modern museums. This term was later broadened to a wider range that fits the global repatriation actions. (William, 2008) It is generally known that great museums collect great treasures of foreign arts, and cultural objects.

The paper topic is policy analysis. The paper talks about the proposal of a new law, setting forth the need for the law, the rationale, any possible consequences, and how this has worked in the past. It also discusses how the law is now being improved with the changing demands of energy and environmental awareness.

In 1972, The U.S. Supreme Court ruled in the case of Furman v. Georgia that the death penalty, as applied in three capital cases in the state of Georgia was "cruel and unusual punishment and in violation of the Eighth and Fourteenth Amendments. (Hastings and Johnson, 2001, paraphrased) A mere four years later the state of Georgia was once against before the Supreme Court in the case of Gregg v. Georgia, a case in which the decision handed down by the court found that the death penalty was in fact constitutional. Towards this end, this study will examine the literature in this area of study. According to a recent report there are several states considering abolition of the death penalty including the states of Colorado, Kansas, New Mexico, and New Hampshire, all of which have "shifted the debate about capital punishment, at least in part, from morality to cost." (The Economist, 2009, p.1)
