What is Intelligence?

Intelligence is a broad concept studied across psychology, cognitive science, education, political science, and national security fields. Its academic interest stems from the tension between competing definitions — whether intelligence reflects a single measurable ability or a cluster of distinct capacities — and from its practical consequences in education, policy, and governance. Courses in introductory psychology frequently examine how intelligence is defined and tested, while political science and security studies courses explore how intelligence agencies gather knowledge, assess threats, and inform policy decisions. This dual meaning of the word — mental ability on one hand, state surveillance and information gathering on the other — gives the topic unusual breadth across disciplines.

Student papers on this topic take several distinct approaches. Some focus on psychological theory, comparing major frameworks that explain the nature of human ability and how it is measured. Others take a historical angle, tracing the development of U.S. intelligence operations or examining specific events such as the USS Cole attack and British counter-intelligence efforts. Policy-oriented papers analyze homeland security structures, intelligence-led policing, and surveillance procedures, often weighing the strengths and weaknesses of distributed security frameworks. A smaller set of papers examines how metaphor and language shape public understanding of abstract concepts like artificial intelligence.

A strong essay on intelligence benefits from a tightly scoped thesis that commits to one meaning of the term from the outset, since conflating psychological and national security definitions weakens an argument quickly. Evidence drawn from established theories, documented policy frameworks, or specific historical cases carries the most weight. The most common pitfall is treating intelligence as self-evidently understood — precise definition early in the paper is essential to credible analysis.

Post-9/11 collaboration between intelligence and law enforcement agencies
Collaboration occurs when two or more individuals, agencies, or other forms of organizations commence a mutually beneficial relationship toward a shared goal. Collaboration includes a shared determination or will to reach a goal or achieve an objective in many ways such as sharing knowledge/information, sharing resources, combining resources and staff in innovative manners, as well as by constructing and maintaining a consensus. Construction and maintaining a consensus during collaborative efforts keeps every party involved on the same page; there is no one body that retains more knowledge than another or at least all parties involved have the same general sense of the situation or activity. Collaboration is an activity that requires effort in of itself. Collaboration by nature must be two-way or else it is not collaboration, but simply the execution of hierarchy.

Costs and benefits of implementing groupware in enterprises
There are many varying definitions of groupware yet all share a common attribute or characteristic of enabling collaboration, sharing knowledge and providing work teams with greater insight and intelligence into operations. The intent of groupware is to create a scalable, reliable and agile platform for sharing information and knowedlge, both tacit and implicit, throughout distributed enterprises (Kline, 2001). Best practices in groupware encompass interdepartmental, intradivisional and enterprise-wide integration of content and knowledge management processes and systems (Corbitt, Martz, 2003). The benefits of such a pervasive platform for information and knowledge sharing has shown to deliver quantifiable gains in corporate-wide productivity and performance, leading to greater profitability as well (Lukosch, 2004) (Meroño-Cerdán, 2008). With so many benefits and contributions of groupware, it's surprising that more organizations don't adopt these series of technologies to attain their corporate-wide information and knowledge management strategies. In reality implementing groupware is exceptionally difficult because it forces people in companies to change how they work (Chen, Hao, 2002) (Ellis, Gibbs, Rein, 1991). It takes an exceptional level of trust in the implementation and leaders of the implementation to make groupware projects translate into long-term change within any enterprise (Corbitt, Martz, 2003). The technology is the easy part; getting people to change is hard. This paper compares the costs and benefits of groupware, deciding if it is worth it as an enterprise strategy.
