GAO Case Study
Case in point, File B-293049 and B-293049.2 dated January 23, 2004 is a decision between the United States General Accounting Office and Computer Information Specialists, hereby known as CIS. The document, however, has been subjected to a GAO Protective Order, and therefore only a sanitized version has been approved for public release.
Facts of the Case- Essentially, the case involves a protest by Computer Information Specialists who bid on a contract (RFP NLM-03-101/.SAN). CIS bid on the RFP, which was issued by the National Library of Medicine and the National Institutes of Health to acquire telecommunications support services at the Bethesda, Maryland campus. CIS alleges that the government awarded the contract to the Open Technology Group (OTG) based on misevaluated research and made an unreasonable source decision. CIS holds that they had the more appropriate proposal, much of which was ignored by the government evaluators.
Issues Involved in Case- The review of the decision by the NLM and NIH was made by the U.S. GAO's Comptroller General of the United States. Several relevant facts were uncovered during the investigation:
The agency received a number of proposals and established a range...
Some type Government involvement and regulation, Nguyen (2009) asserts, proves critical to helping ensure the private sector r thrives. Many of world's leading economies concur that Governments must be involved to best manage their country's economy. Control, however, needs to extend beyond the control and regulation of the private sector per se. For the country's overall development, the better process includes the synergies of both private and public sectors being
Because the home country is not required to reimburse foreign depositors for losses, there is no corresponding financial penalty for lax supervision; there is, though, a benefit to the country with lenient regulatory policies because of increased revenues generated and the employment opportunities these services provide (Edwards 1999). Furthermore, banks seeking to conduct multinational business are attracted to countries where incorporation laws and the regulatory framework offer less regulatory oversight
Other protests presented by CIS included unfair evaluation of OTG - another presenting company. Complaints here included vague requirements; insufficient detail as to why they rejected proposal; apparent duplicity (as in the case of implying that three of its present employees were available for position); and ambiguous and vague language in its blanket statements. The decision was that the agency misevaluated the proposal of CIS as well as that of OTG,
(GAO, 2008) These criteria are stated to "inform many other elements of the positions, including roles and responsibilities, job qualifications, reporting relationships, and decision-making structure and processes." (Dejewski, 2007) Three types of COO/CMO positions were identified as follows: (1) the existing deputy position could carry out the integration and business transformation role. This type of COO/CMO might be appropriate in a relatively stable or small organization; (2) a senior-level executive who reports to
Sarbanes-Oxley Act of 2002 in reducing fraudulent financial reporting Introduction to Fraudulent Financial Reporting Available research on financial statement fraud relies mostly on anecdotal evidence (for example, Wells, 2001, 2002, 2004a, and 2004b; Rezaee, 2003). This evidence offers advice on how mechanisms related to the fraud triangle can be curtailed. It leads to theoretical sense to reduce factors which lead to more instances of fraud. However, deterrence and established deterrence methods

In this regard, Kahle and Riley note that, "Traditionally, causality is established through strict control and randomization over all other factors while experimentally manipulating the variable or variables in question" (2004, p. 165). Finally, Gliner and Morgan (2000) report that the internal validity (discussed further below)
