This theory presents problems because not all replacement roles are ineffective or useless. Another is the age stratification theory, which categorizes society according to age, gender, and social class. People are classified or grouped as young, middle-aged and old. They are expected to play certain roles and enjoy certain rights in each classification or group as well as lose privileges accorded each group or classification (American Association of Retired Persons). A more responsive and realistic theory of aging for consideration by demographers should not fixated to the notion that older or senior persons' capabilities are waning. Many older persons or retirees have been living alone on their savings or continued incomes and modern-day gadgets, which enable them to survive on their own. They should not be seen as inessentials that must be sent to the homes for the aged. More and more people approaching the end of employment years...
This theory should also consider that not all older persons actually retire from active work. Some professionals do not retire until they become too ill or physiologically incapable to function fully. Teachers, scientists and journalists do not retire. They and other mature professionals, or even non-professionals, are recognized for their experiences and wisdom in certain aspects of life. Demographers should not construct a secondary or optional category for them in establishing and measuring social dimensions. It is a sound principle that the active population should elicit the guidance and opinion of older people and be allowed to share their decision-making activities as reliable, more experienced partners.

What if a better alternative is available? What if it is not cost efficient? What would be the correct and most suitable time to make the innovation public? There are many such questions associated with the implementation of innovation process. The risks involved are, namely,
Lack of accountability, transparency and integrity, ineffectiveness, inefficiency and unresponsiveness to human development remain problematic (UNDP). Poverty remains endemic in most Gulf States with health care and opportunities for quality education poor or unavailable, degraded habitats including urban pollution and poor soil conditions from inappropriate farming practices. Social safety nets are also entirely inadequate and all form part of the nexus of poverty that is widely prevalent in Gulf countries.
