Other measures could be to freeze the doctor's assets which would effectively stop all research due to lack of funding. Other actions could include working with those foreign countries to establish, create and enforce laws that would make it illegal to conduct research in those countries, especially if the researcher was a citizen of the United States.

Fostering development domestically is not the only thing difficult in this increasingly global world, also difficult is the controlling of that development especially in regards to the type of research being conducted. It is probably worth the time and effort being put into safeguarding this type of research, but certainly curtailing the research entirely may be too difficult to accomplish.

Instead, what should be done is to have an expert oversee all of this type of research in order to foster not only growth and capability of improving life, but also to ensure that over-zealous doctors do not step over the research line in an effort to gain the fame, power, and monetary wealth that could go with such accomplished research.
A governmental agency could be established to oversee all applications to conduct research in these areas with a purpose of keeping the research close at hand and verifiable. The only drawback to such an agency would be that there is a fine line to walk between government oversight, and governmental control.

The question that begs to be asked with such a proposal would be who would watch the watchers? The answer to that question could be a perfect example of the effectiveness of further research.
