Democracy is a form of government wherein what is majority defines the only law and which by definition, guarantees the absence of minority rights. In democracy, the legal safeguard and rights of every individual, especially those that belongs in the minority, cannot be guaranteed. Under the statement in the legal system, the majority's power and the decisions made are unappealable. Therefore, they are absolute and unlimited.

In a Republic form however, the majority, under a written Constitution can provide the best safeguards for the rights of the individual and the minority. A Republic's purpose can be defined as follows, as extracted from Lexrex Online.

Here the term "the people" means the electorate.

Every decision in every level of government is required to have the people's vote. This is how a true democracy runs. This is apparent in every election and even in small ones where the people in a town, in a district, or city, assembles to vote or discuss the decisions that the majority prefer. However, for all 350,000,000 U.S. citizens to gather as such is not feasible. Thus, there is a republic election where people elect their choice of individual who will represent and symbolize their rights. Such representatives also administer the functions of government in their behalf.
