Introduction
Operation Anaconda was the first large-scale Army combat operation carried out as part of Operation Enduring Freedom. This operation included joint efforts by Special Operations and multinational partners who worked together in the Shahi Kot Valley in Afghanistan in March 2002 (Isherwood, 2007). Operation Anaconda was a relatively complex operation, fought in rugged mountainous terrain under extremely difficult circumstances. While the operation ended as a victory for the United States, eight American military personnel were killed and over fifty soldiers were wounded. The operation is well documented as a joint forces' victory, despite the planning challenges it presented — including difficulties gathering intelligence, command and control failures, initial planning flaws, and problems on both the ground and in the air. This paper examines the challenges faced by American and Coalition forces and how those challenges affected the success and effectiveness of the joint team.
Challenges in Gathering Intelligence
Andres and Hukill (2009) state that while American and Coalition forces experienced serious problems during Operation Anaconda, those problems did not arise for the reasons commonly cited. The forces suffered losses — eight American soldiers killed and more than fifty wounded — due to inherent challenges in the planning, organization, and execution of the operation. Even though the operation achieved its objective of capturing or killing al-Qaeda fighters in Shahi Kot Valley, it was characterized by significant shortcomings in organization, planning, and execution (Isherwood, 2007). One of the most consequential early mistakes was the failure to gather accurate intelligence. According to Kugler, Baranick, and Binnendijk (2009), Operation Anaconda did not conform to the principles of information-age warfare because it relied on inaccurate threat estimates. The joint battle plans and Coalition force dispositions were based on poor intelligence assessments. As a result, these forces were unable to integrate all-source intelligence to develop better threat assessments or appropriate tactical plans.
Challenges in gathering accurate intelligence were also attributable to the unexpectedly strong presence of Taliban and al-Qaeda fighters. American and Coalition forces entered Shahi Kot Valley expecting a three-day battle against a small, unsuspecting enemy force (Andres & Hukill, 2007). Fleri et al. (2003) note that planners believed the largest concentration of Taliban and al-Qaeda forces was in the Khowst-Gardez region of southeastern Afghanistan. Upon landing in the valley, however, these forces encountered an enemy approximately five to ten times larger than anticipated. These fighters occupied concealed positions equipped with heavy weapons and were able to surveil likely approach routes and helicopter landing zones, making it extremely difficult for American and Coalition forces to gather reliable intelligence.
Command and Control Issues
In addition to intelligence-gathering failures, American and Coalition forces faced serious command and control problems. Isherwood (2007) notes that the joint forces lacked a critical command and control node capable of integrating ground and air maneuver. In essence, the command and control difficulties that plagued the joint team during Operation Anaconda stemmed largely from the absence of integration between ground and air elements. The operation was characterized by attempts to execute a distant battle from a displaced headquarters staffed by a disjointed on-scene command element that lacked unity of command, despite the demands of complex joint operations. Andres and Hukill (2007) state that the Combined Joint Task Force (CJTF) failed to make proper use of air- and space-borne intelligence, surveillance, and reconnaissance (ISR) assets to coordinate joint activities and operations.
Command and control problems became especially evident in the disruptions to planning that occurred close to the operation's start date. One of the core parties to CJTF Mountain — the 10th Mountain Division — changed the Operation Anaconda plan for controversial reasons shortly before execution (Andres & Hukill, 2007). These changes included downgrading the U.S. Special Operations Force (SOF) and air component estimates of anticipated enemy strength, removing planned integrated air operations, and rejecting calls to use ISR assets to strike Taliban and al-Qaeda fighters. These revisions caused major disruptions to the overall plan just before the operation commenced. Heavy combat by enemy fighters further complicated command and control, particularly since the revised plan had reduced the expected number of fighters from 1,500–2,000 to only 150–200. Multiple airstrikes into the confined valley also generated significant deconfliction problems for the joint team.
Conclusion
Operation Anaconda stands as one of the large-scale battles conducted under Operation Enduring Freedom. Its objective was to capture or kill Taliban and al-Qaeda fighters assembling in Shahi Kot Valley, Afghanistan. While the operation ultimately achieved that objective, it resulted in the deaths of eight American soldiers and wounds to more than fifty members of the joint team. These casualties are attributable to the inherent challenges that characterized the organization, planning, and execution of the operation. As demonstrated throughout this discussion, the joint forces experienced significant difficulties with intelligence gathering, command and control, and initial planning.
