Collection Development Policy
Overview
The Jericho Library is a small branch within the Okie County Public Library, a fictional library system in the mid-West. Its organizational structure consists of the following: The library employs a branch manager, three library assistants, and four shelver/pages. The branch manager is tasked with supervising the library’s operations. The library assistants oversee the reference desk and schedule programs and events at the library. The shelver/pages retrieve materials, shelve materials, and assist in daily cleanup and maintenance of the outdoor road sign, which carries weekly announcements for the public.
The Jericho Library serves a modest community of 17,000. Its clientele consists of members of its middle-class community. Part 1 Archivists should try to collect records that have enduring value (Module #2: Archival Appraisal and Acquisition, n.d.). However, one problem is that value is subjective, and determining which records will have value (whether currently or in the future) is a difficult task. Not only does it require interacting with the public and gaining an understanding of what the public is likely to value, it requires knowing what records one has in the first place (Evans, Saponaro, 2012; Johnson, 2014). As the article by Somers (2017) shows, for a big library archive, there is simply not enough man power to even go through all the records sufficiently. Community Analysis eport of the New York Public Library
For more than a century, the New York Public Library has supplied knowledge, information, free books and ideas to New Yorkers. United States v. American Library Association, 539 U.S. 194 (2003) saw the U.S. Supreme Court rule that libraries as well as public schools are subject to the authority of U.S. Congress concerning installation of web filtering software as a result of receiving E-Rate discounts. These discounts are part of federal funding. Any public school or library receiving such funds must install this type of software. The ruling demonstrated installation of such filtering software is not unconstitutional as it does not violate the First Amendment. This ruling provided the groundwork for the Children's Internet Protection Act to take full effect.
In 2000, Congress passed the CIPA or the Children's Internet Protect Act. This law served as the main issue for the 2003 case. The work of Martin and Kettner (1996) examine performance measures in the public service organization and the specific outputs of performance measurement along with logic models. Quality performance measures and outcome performance measures are also reviewed including numeric counts and standardized measures of performance.
Conclusions -- Was TAP Necessary -- A five member Congressional committee echoed a number of criticisms regarding TAP that many consumers, academics, and fiscal analysts were considering. What exactly was the Treasury's strategy with the $700 billion dollars for the supposed bail out? How can Treasury explain the significant gaps in their ability to find hundreds of billions of taxpayer money? In a nutshell, it appears that the departments that control the money given by the Congress (from the American people) have no ability to ensure that the bailed out banks will do what was needed and lend money; have no real standards of measuring success of failure of the program; and for ignoring pointed and specific questions from Congress about their performance (M. Crittenden).

Crossing the language barrier requires more then moving towards the learning stage. Many of the Native Americans, Asian-Americans and African-Americans may have had the urge to adopt quick learning skills. ALA (American Librarian Association) and many such organizations have provided an identity for the minority librarians, giving them a space to overcome their past struggles, which is why a number of people are being enrolled in this program and enlarging their success rate.
