The government of Africa has been moving toward criminalization of HIV transmission in its attempts to respond to the rising numbers of HIV infections however, those who advocate for human rights are concerned that these laws result in a violation of the rights of individuals living with HIV and ultimately resulting in the marginalization of these individuals. As well, it has been argued that laws criminalizing transmission of AIDS are counterproductive to the reason for their creation, which is that of slowing the rate of transmission and infection of HIV. There are arguments both for and against criminalization of HIV transmission that are valid and worthy of consideration. The question addressed in this research study is one asking if criminalization of HIV transmission is a valid option to slowing the rate of infection among the population.

This paper reviews three main topics ethics, gross national product (GNP), and tariff barriers. Each topic has been defined and essential elements of each topic has been described. Following the explanation of each topic, an exemplar article was selected for analysing the main issues discussed in the article along with description of its summary and conclusion. Four articles for each topic related to the exemplar article were also discussed in this paper. This paper reviews three main topics ethics, gross national product (GNP), and tariff barriers. Aside from Malaria and other life threatening diseases, AIDS constitutes one of the major concerns within the African continent. Political participation in matters as serious as this cannot go without being noticed. Politics in Africa is part of the HIV/AIDS epidermis and plays a role not only in the prevention of the diseases .Cultural, literacy, economic, and social factors are some of the phenomenon known to propagate the problems. Provided that politics in Africa are not positive, corruption will continue to advance and such initiatives hindered from seeing any progress in the entire region.Response to the AIDS pandemic in the African Region has also witness the participation of foreign governments, Non-Governmental Organizations and humanitarian bodies among others.

Abstract Arusha accord was signed on August 3, 1993 by two warring factions in Rwanda: Government of Rwanda (GoR) and Rwandan Patriotic Front (RPF). This research article focuses on the examination of specific factors of the Arusha negotiations that led to the implementation failure. The first component for evaluation is the examination of the institutional barriers of the negotiations. In order to ensure that the negotiations as a victor's deal for the RPF, certain measures should have been undertaken by the third parties during the implementation phase. "Hutu and Tutsi" were designed to refer to cultivators and cattle owners respectively. Cattle were critical assets in the case of Rwanda thus the adoption of the thought of elite by the Tutsi.
