Conclusion:

Useful tools are defined for project management. Prior to initiation, there are tools for ensuring that all parties agree on the goal, the approach, the costs, the personnel, the timetable, and the "deliverables." Yet, only when these are defined and agreed upon can the project planning begin. Furthermore, only when the plans are defined and agreed upon can the project actually commence! It quickly becomes apparent why we speak in terms of project phases. The project management profession has developed tools, techniques, education, certification, publications, and organizations to enhance the collective skill set of its practitioners. The reason is quite clear - there is a tremendous amount of money at risk and too few projects are complete successes. However, the profession continues to self-improve. Gifted individuals bring their best resources to bear and the result is constant improvement.
