The same is true of pollution crime, which does have a direct impact on human populations but which can often be very difficult to prove (EPA, 2009). Direct violations of laws like the Clean Air Act or Resource Conservation and Recovery Act can be prosecuted when they are discovered, but when company's "unknowingly" pollute a nearby filed or stream, it can be difficult to make them own up to their responsibility (EPA, 2009). Without clear and exact evidence of what constitutes pollution, it is impossible to construct a clear and complete definition of what makes an environmental crime. And until this can be spelled out in law, there will always be those who will take advantage of the planet for their own gain.
