When dealing with the ethical issues surrounding government contracts, it seems as there are several ways one could look at the issue. Many of the rules and regulations seem to be designed to protect the government from fraud and unethical behavior (standards, pricing, etc.), but also limit the potential for many smaller businesses to have the resources necessary to apply for governmental contracts. Thus, there is a balance that must occur between the competitive advantage paradigm and ethics (Payne, 2009).
