Irby's report on EP at the different levels of government highlights that there are two different approaches -- the software approach and the consulting approach. To consider the differences in how governments use these, the differences between them from an end user standpoint need to be understood. In a software approach, the client buys the software, and there is only a limited revenue stream annually thereafter. Thus, much of the cost of the EP is up front, and the client can amortize over several years, as a capital expenditure. Consulting-based EP is generally considered to be an operating expense. The cost of such service is lower up front, but higher each year thereafter. Both software and services firms are among the top EP vendors, according to Irby's report. Perhaps this will always be an issue for the U.S. federal government because under the existing political system there are few substantial options for making policy decisions that can extend across political elections. Situations that represent a problem for one politician or political party will be ignored by the next, making consistent, proactive responses difficult if not outright impossible. From an emergency management position, this means that agencies will always have to be designed to react to the worst-case scenarios, instead of more reasonable, proactive affects that could control potential problems before they escalate out of control.

Today, China owns the majority of U.S. debt, thereby inflating the Yuan and further downgrading the security of the dollar across the globe. These trends mean that American taxpayer money will increasingly be used to benefit foreign governments, leaving even fewer resources available for American citizens. A smaller, more efficient government is clearly needed, but in order to reduce government growth, a grassroots effort needs to be created to encourage term limits and eliminate wasteful and redundant government bureaucracies. In order to be successful, though, this effort must be embraced across all political party lines but the payoff will be worth it. Corporatocracy occurs when a government is found to be run not by its own people, but by corporations or conglomerates within the country.
