Human Resource Standards and Staffing
The times when there was high vacancy rate in both public and private hospitals and clinics across the United State have come and gone, but the shortage of nurses is evidence. However according to 2002 report by the workforce commission of America Hospital Association, nursing shortage is reflects fundamental changes in population demographic. It shows clearly the demands of staffing in nursing professional (Mark W. Stanton, 2010). Therefore, what is staffing? And what are great challenges to staffing and requirement when doing staffing?
Staffing can be defined as the method of determining and providing the acceptable number and mix nursing personnel to produce a desired level of acre to meet the patients demand (Mike. Richard, 2009). It's purposely to provide the nursing unit with an appropriate and an acceptable number of workers in each unit to perform the nursing task as required. The unit requires a mixture of personnel with adversely unique skills which will affect the quality and quantity of the work performed (Janne Dunham.Taylor, 2010).
However, the requirements when doing staffing in a unit are different depending with a unit you work and the hospital or clinic. Therefore, a minimum staffing needed for each unit skill level to which is determined by the nurse patient ration guidelines and patient care needs and staffing plan in each unit. Again, each unit staffing require a combine personnel into a desire configurations (Janne Dunham-Taylor, 2009).
The skills and experience is also needed from such a person to show that his/her can perform specific work and produce the best result in a unit. To complete staffing unit we need nurses in each department of the hospital such pediatric and theatre. These nurses attached to these unit should have relevant skills and enough experience to execute their responsibilities in a proficiency manner (Janne Dunham, Taylor).
Therefore each unit requires a registered nurse (RN), a medical doctor a physician, director of nursing and a nurse in charge. This would allow the effective manage and running of each unit of the hospital. Besides, staffing policies examined for this review related to the shift length, scheduling nurses to rotate to different shifts, mandatory overtime, weekend staffing, use of agency or temporary nurses, assigning nurses to nursing units other than those they are regularly assigned to work (floating), use of full-time, part-time, and internationally educated nurses (IENs), the nurse-to patient ratio or nursing hours per patient day for nursing units, and the skill mix (licensed vs. unlicensed staff) of nursing units (Patricia Kelly - 2011).
The main challenges of staffing unit are the shortage of nurses for effective running of the unit. Most of the time you find that there lack specific certain qualification to run the unit. Again, lack of enough finances is also seen as a big challenge in the unit.
Human Resource standard in nursing leaders
This standard is required in the nursing professional to develop and nurture competency among the professions. It's therefore required to develop competency framework in Human Resource (HR) management and planning, which is intended to identify the core competencies required for nursing go effectively develop and manage workforce in health acre system. The standards are Ethics and Standards, Resource Management, Workforce planning, Work Environment, Staff support and performance and leadership which sum up in building competency.
However, in provide competency services Nurse -- To-Population Ration (NPOP) is one of the best standards which is being used by some many institutions to determine the population of nurses against the patients in the hospital in the country. These further determine how the nursing standards are affected within the professional institutions and how services are affectively rendered.
The nursing human resource standard are meant to streamline the professional body, thus Ethic and standards are supposed to provide elaborate nursing education with a variety of standards and issues in the practice of nursing. It provides ethical framework where the work could be conducive (Blaenau Gwent 2007). The standard is establish to ensure that nurses understand the proper nursing practices including the knowledge, skills, attitude and judgments required to safely practice nursing.
In addition, in this standard nurses are supposed to be guided on principals of such as respect to environment, confidentiality of the information provided by the patient, source of information and continue education. This ensures that the personal information or data of patients is secretly kept, for proficiency.
