The Transmission Control Protocol (TCP) and the Internet Protocol (IP) are two of the foundational protocols developed for transmitting data between computers, servers, and other devices. Their origins trace back to the 1960s and the development of the Network Control Protocol, which enabled the existence of ARPANET — essentially the first computer network. Vinton Cerf and Robert Kahn were the key architects who proposed a set of protocols and standards to allow machines to transmit packets of information to one another (Studenting, n.d.), with the idea that these conventions would serve as the basis for interconnecting networks and routing traffic.

Foundational Design Objectives of TCP

The initial design for TCP was built around four objectives: network connectivity, distribution, error recovery, and black box design. The "black box" concept meant that no internal changes would be required within a network in order for it to connect to other networks — in other words, it would be standardized and function out of the box (History-Computer.com, n.d.).

The development of TCP made possible the subsequent development of the Internet. The key contribution was a standardized means for networks to communicate, so that any network being built could utilize this protocol. The protocol managed functions such as routing and the manner in which computers communicated with one another. Every node on ARPANET needed to communicate using the same protocols; otherwise, conceptually, the network could not function as intended.

Originally, ARPANET was designed to work with a variety of different protocols. Attempting to use multiple competing protocols created particular challenges and added unnecessary complexity. This is why the idea emerged to adopt a single standardized set of protocols, which in turn allowed ARPANET to scale properly (Kozierok, 2005).
