Local governments can also use the availability of a wireless network for applications such as smart-city systems including traffic cameras and networked water and parking meters.

These networks allow local residents and visitors to connect to work, find restaurants or retail outlets, and receive important public service announcements such as emergency information or traffic conditions — and more potential applications are continually being developed. Some cities have found creative ways to build the infrastructure for these networks as well as innovative funding models. For example, New York City converts old phone booths into hotspots and allows the spaces to be used by advertisers, which helps fund the network (Alleven, 2014). This paper briefly examines three cities that have implemented municipal Wi-Fi networks and compares the features and benefits each offers.

New York City: LinkNYC and Advertiser-Funded Gigabit Access

New York City has developed one of the most advanced and comprehensive municipal Wi-Fi systems in the country. The network consists of fast, free public Wi-Fi across all five of the city's boroughs. The project is called LinkNYC and replaces aging payphones with "Links" — modern hubs that offer Wi-Fi at gigabit speeds, provide free VoIP phone calls, and can serve as charging stations for tablets and phones (Kosoff, 2014). In total, up to 10,000 Links are estimated to be installed throughout the city. Each unit features a digital display that serves as advertising space, generating an estimated $500 million in annual revenue. Because of this creative funding model, the project does not cost taxpayers anything.

Lincoln, Nebraska: Small-City Gigabit Infrastructure

With a population of just over a quarter of a million, Lincoln, Nebraska serves as an example of a smaller city that is also creatively deploying municipal Wi-Fi services. In many cities that have implemented a municipal wireless network, usage rates have been relatively low. A majority of Americans already have high-speed wireless internet in their homes, which makes municipal Wi-Fi a supplement to household connections. This may explain why established municipal Wi-Fi programs have generally targeted 10–25% of the population but have achieved only a 1–2% signup rate (Springer, 2013). Furthermore, many of these municipalities offer download speeds of only about 1 Mbps.

Lincoln took a different approach by deploying its own gigabit fiber network in the city's downtown, which it shares with state government, the electric utility, and the University of Nebraska. This fiber backbone serves as the backhaul for the Wi-Fi network, which is designed to provide free connections not only for residents and businesses but also to support city government functions such as traffic cameras, parking meters, and water meters (Alleven, 2014). The city is investing in this infrastructure to become one of the most connected small cities in the nation, positioning connectivity as a tool for long-term economic competitiveness (Gibson, 2015).
