RTMM Inc. Staffing Strategy: IAPIE Case Analysis
This paper applies the IAPIE (Identify, Analyze, Plan, Implement, Evaluate) case analysis process to examine the staffing and recruitment challenges facing RTMM Inc., a software development company. The company struggles to convert qualified job candidates into hires, losing prospects to competitors largely because the firm is not well known and its offers do not align with industry standards or candidate expectations. The analysis identifies the root causes of the low job-offer acceptance rate, proposes a candidate-driven recruitment program benchmarked against industry norms, and outlines an evaluation framework using monthly acceptance-rate data over a twelve-month period.
- Introduction: Overview of RTMM Inc.'s staffing challenges
- Identify: The Core Recruitment Problem: Low offer acceptance rate as key issue
- Analysis: Current State vs. Desired State: Root causes and gap quantification
- Plan, Implement, and Evaluate: Candidate-driven program with timelines
- Conclusion: IAPIE benefits and recommended solutions

What makes this paper effective
- Applies a structured analytical framework (IAPIE) consistently throughout, giving each section a clear purpose and logical sequence.
- Grounds recommendations in cited research data — for example, citing Glassdoor's finding on what candidates look for and Monster Worldwide's data on offer acceptance rates — rather than relying solely on assertion.
- Proposes a concrete, time-bound action plan (30-day approval window, 3-month review cycle, 12-month evaluation period) that moves from diagnosis to implementation to measurement.
Key academic technique demonstrated
The paper demonstrates gap analysis: it explicitly defines the desired state (high offer-acceptance rate, qualified workforce retained), quantifies the current gap (over 50% of candidates declining offers), and derives its recommendations directly from closing that gap. This technique gives the argument logical coherence and makes the evaluation criteria self-evident.
Structure breakdown
The paper opens with a situational introduction, then moves through the four named phases of the IAPIE framework. The Identify section isolates the problem; the Analysis section examines root causes and quantifies the gap; the Plan, Implement, and Evaluate section presents the proposed program with timelines and a monitoring mechanism; and a closing conclusion synthesizes the findings. The reference list provides three industry and practitioner sources supporting the recommendations.
Introduction
RTMM Inc. is a software development company that seeks to enhance its success and profitability in the market. The company recognizes that one of the crucial components of enhancing profitability is recruiting and retaining a highly qualified workforce. However, RTMM Inc. is experiencing significant challenges in both recruitment and retention. While the firm has attracted a considerable number of qualified candidates, hiring and retaining them has proven difficult. Therefore, the company needs to develop and implement a course of action to strengthen its staffing strategy in order to achieve desired profitability and success. This paper examines the current staffing recruitment strategy at RTMM Inc. using the IAPIE case analysis process.
Identify: The Core Recruitment Problem
The major issue facing RTMM Inc. is its inability to recruit and retain a highly qualified workforce for the firm's operations. Even though the company has attracted a considerable number of qualified candidates, most of them are turning down job offers and accepting opportunities from the firm's competitors. RTMM Inc. is seemingly suffering from an inability to persuade top candidates to join because it is not yet well known. Therefore, the company has an opportunity to increase its job offer acceptance rate among interested candidates in order to address this recruitment and hiring challenge.
Analysis: Current State vs. Desired State
The desired state at RTMM Inc. is the ability to hire and retain a highly qualified workforce, which would enhance workplace productivity and improve the overall profitability of the software company. However, as shown in the previous section, the present state is characterized by a poor job offer acceptance rate: most interested candidates ultimately turn down the company's offers in favor of those provided by competitors. Following conversations with job candidates, one contributing factor is the fact that the company is not yet well known. Candidates struggle to understand the firm and its value proposition, which leads them to decline offers.
A second factor involves reports from the firm's current software engineers. These reports suggest that job offers providing similar rewards but different salaries are associated with perceptions of instability. This indicates that the company may be constructing offers without a clear understanding of what candidates are actually seeking. Research shows that job candidates prioritize information regarding salary and compensation, benefits, basic company information, workplace attractiveness, and the company's vision, mission, and values (Glassdoor, 2016). Additionally, approximately 90% of recruiters report that today's job market is more candidate-driven than employer-driven.
The gap between RTMM Inc.'s current state and its desired state is substantial, as more than 50% of interested qualified candidates end up declining job offers. This gap implies that the company must improve its acceptance rate by at least 50%. As a result, RTMM Inc. needs to implement a recruitment and selection program that enables candidates to understand the company and its value proposition, while also ensuring that candidates receive the information they need regarding compensation, benefits, and career opportunities upon employment.
Conclusion
The current situation at RTMM Inc.'s recruitment process was analyzed using the IAPIE case analysis approach. This approach contributed to the identification of the root cause of the current problem and the development of a concrete plan of action. Through this framework, various options for enhancing job offer acceptance rates were considered based on existing literature and data on best recruitment practices. As the evidence shows, the most effective way to address the firm's recruitment problems is to ensure that job offers meet industry standards and that the recruitment process is candidate-driven.
By grounding job offers in industry standards, the company will be better positioned to avoid losing qualified candidates to competitors. Additionally, a candidate-driven recruitment strategy helps ensure that qualified candidates understand the company and its value proposition, directly addressing the root cause of the problem. Ultimately, the IAPIE process offers several benefits, including a comprehensive diagnosis of the issue, clear identification of the problem and its root causes, and the development of an effective solution.
