The Social Construction of Technology grew out of the convergence of three distinct bodies of work: the science–technology–society (STS) movement, the sociology of scientific knowledge, and the history of technology. As Bijker (2009) explains:

"The first started in the 1970s, mainly in the Netherlands, Scandinavia, the United Kingdom and the United States. Its goal was to enrich the curricula of both universities and secondary schools by studying issues such as scientists' social responsibilities, the risks of nuclear energy, the proliferation of nuclear arms, and environmental pollution. The movement was quite successful, especially in science and engineering faculties…" (Bijker, 2009, p. 89)

SCOT applies to a specific orientation regarding the nature and consequences of technology. It holds that the most powerful and effective forms of technology carry significant influence and meaning within the social reality in which they are produced and used. Theorists who employ SCOT to explain technological phenomena ask a series of questions about both the technology and its social context, conducting rigorous analysis and historical backtracking in order to understand how and why a technology holds the meaning it does in the present.

SCOT holds that those who seek to understand the reasons for a technology's acceptance or rejection should look to the social world. According to SCOT, it is not sufficient to explain a technology's success by declaring it "the best." Researchers must examine how the criteria for "best" are defined, which groups and stakeholders participate in defining them, why technical criteria take the form they do, and who is included or excluded from the process. SCOT is thus not only a theory but also a methodology: it formalizes the steps and principles to follow when analyzing the causes of technological failures or successes (Communicationista, 2012).

Core Concepts and Methodology

The social world, social context, and social reality are the central concerns when applying SCOT to a particular technology. SCOT seeks to understand technology beyond its technical or mechanical specifications. Some theorists across a variety of fields—including those directly involved in the development, production, and use of technology—contend that technology is inherently neutral and inherently artificial, acquiring moral significance only through the human decisions that direct how it is produced, consumed, and distributed. Forlano substantiates this point:

"Social construction, a common perspective within science and technology studies since the late 1970s, has three important assumptions: science and technology are social, active and not inherently natural." (Forlano, 2012)

Science and technology, from this perspective, are social artifacts that function as part of the institution of culture and, by extension, of ideology and hegemony. They are not passive entities; they are constitutive ones. Forlano and other technological constructivists argue that, through the lens of SCOT, science and technology are in a meaningful sense alive—participating in social life rather than merely enabling it.

Those who believe technology is essentially neutral tend toward technological constructivism rather than technological determinism. Pinch and Bijker, the originators of SCOT, articulate the reasoning behind their theory and its understanding of technology in the social world:

"Research concerned to measure the exact interdependence of science and technology seem to have asked the wrong question because they have assumed science and technology to be well-defined monolithic structures. In short, they have not grasped that science and technology are themselves socially produced in a variety of social circumstances… science and technology are both socially constructed cultures and bring to bear whatever cultural resources are appropriate for the purposes at hand. In this view the boundary between science and technology is, in particular instances, a matter for social negotiation, and represents no underlying distinction… the social construction of the science-technology relationship is clearly a matter deserving further empirical investigation." (Pinch & Bijker, 1984, pp. 403–404)

Regarding methodology, the first stage of SCOT research is to reconstruct the alternative interpretations of a given technology, analyze the problems and conflicts those interpretations generate, and connect them to the design features of the technological artifacts in question. This structured, step-by-step process is one of the characteristics that distinguishes SCOT as a methodology rather than mere supposition. Forlano elaborates:

"The social construction of technology (SCOT) is a particular way of conceptualizing and understanding the social shaping of technology as well as, in turn, the technological shaping of society. This perspective can be understood to include the interplay between socio-economic, political, cultural and environmental factors in the process of technological development… This viewpoint is in stark contrast to the perspective of technological determinism or realism, which stresses the inherent properties of technologies and their impacts on society." (Forlano, 2012)

This paper argues in support of the relevance and utility of SCOT with respect to technology and issues of politics, sociology, culture, communication, consumption, and behavior. SCOT is a more relevant, practical, and useful theory than technological determinism for understanding the connection between science, technology, and society. Many observers argue that people—particularly those in the industrialized world—have grown more passive and self-interested, and that certain forms of technology have contributed to this condition. At least with the application of SCOT, the theory returns responsibility and accountability for the state of the world to human beings. It insists that we are responsible for our current condition and that we are capable of enacting the necessary changes for the better. As the world becomes ever more technologically integrated, this message grows only more urgent and more necessary.
