Introduction
One of the major potential threats that has emerged in recent years is a chemical, biological, radiological, or nuclear (CBRN) threat from a non-state actor. In the "good old days" of the Cold War, nation-states with these capabilities were well known to the international community, and contingency plans were developed by the United States and its allies to counter any eventuality. By sharp contrast, today, non-state actors — including most especially international terrorist groups — have increasing access to lethal materials, and the potential for their use as weapons of mass destruction looms large.
To determine the current situation with respect to the United States, this paper provides a review of the relevant publicly available literature to identify this country's current strategy for responding to CBRN threats, a technical description of the equipment and training used, and an analysis of the threat in terms of terrorist groups and previous incidents upon which the U.S. government's CBRN preparedness is based. Finally, an analysis of whether the CBRN threat is exaggerated is followed by a summary of important findings concerning the U.S.'s current CBRN response strategy.
U.S. Government CBRN Strategy: Goals and Overview
At present, the United States government's CBRN strategy remains a work in progress. The National Strategy for Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) Standards sets forth the overall federal objectives for the coordination, prioritization, establishment, and implementation of relevant equipment standards, though full implementation was not anticipated until 2020 (A National Strategy for CBRNE Standards, 2016). The U.S. government's CBRNE strategy was developed by the National Science and Technology Council, which was tasked with this mission by the president and U.S. Congress (National Strategy, 2016). The national CBRNE strategy is multifaceted and includes the six overarching goals described below.
Goal 1: Establish an interagency group for CBRNE standards to promote coordination of such standards among federal, state, local, and tribal communities. A single interagency group within the federal government must be chartered to coordinate standards for CBRNE equipment and ensure a robust, enduring capability for the development of validated CBRNE tools and response capabilities.
Goal 2: Coordinate and facilitate the development and adoption of CBRNE equipment performance standards. This goal calls for establishing an enduring process for the development and dissemination of CBRNE standards to assess current technologies and anticipate new technologies and threats.
Goal 3: Coordinate and facilitate the development and adoption of CBRNE equipment interoperability standards. This involves developing common standards for the capture, processing, and communication of data, as well as the display and reporting of results to end-users and decision makers.
Goal 4: Promote enduring CBRNE standard operating procedures (SOPs) to enable preparedness and response for CBRNE incidents at all response levels. SOPs are critical in establishing trust and confidence among response organizations during an emergency.
Goal 5: Establish voluntary CBRNE training and certification standards and promote policies that foster their adoption. This goal requires developing and adopting training and certification at the national level to ensure that all end-user disciplines are capable of responding to and recovering from CBRNE incidents, including methods to measure the capabilities of users, instructors, training centers, and agencies.
Goal 6: Establish a comprehensive CBRNE equipment testing and evaluation (T&E) infrastructure to support conformity assessment standards. This infrastructure would provide common test methods, accredited test facilities, and reference materials to assess the performance of CBRNE equipment. Coordinated development and use of standard test methods across government agencies would enable data sharing, reduce duplication of costs, and promote interoperability between equipment and response capabilities.
Although only the first goal of the national strategy was fully implemented and achieved as of April 15, 2011, active work continues on the remaining goals of the national CBRNE strategy (National Strategy, 2016). As noted above, providing first responders with improved equipment and training are among the more important priorities of the nation's CBRN strategy.
Equipment and Training for First Responders
Besides providing first responders in dozens of American cities with improved specialized equipment, in 1996 the U.S. Congress passed the Defense Against Weapons of Mass Destruction Act — otherwise known as the Nunn-Lugar-Domenici amendment to the National Defense Authorization Act for FY97 (Domestic Preparedness, 2015). Numerous executive orders have also been issued in recent years directed at improving the nation's CBRN preparedness (Stanton, 2010). The Nunn-Lugar-Domenici Domestic Preparedness Program was first implemented in Fiscal Year 1997 to train the nation's first responders in 120 of the largest U.S. cities (Domestic Preparedness, 2015). This initial list has since been expanded to include a mix of 157 cities and counties across the country, with ongoing efforts to provide all major metropolitan centers with appropriate CBRN preparedness training (Domestic Preparedness, 2015).
Some of the additional recommendations to improve the nation's CBRN defenses that have been advanced in recent years include the following: focusing on training emergency responders; capitalizing on the public health structure; developing national bioterrorism surveillance capacity; stockpiling pharmaceuticals; preparing a public information campaign; and granting relief from antitrust laws to companies that share information on CBRN threats (Stanton, 2010, p. 138).
Conclusion
It is one thing to develop countermeasures against a nation-state that has proven nuclear capabilities, but it is quite another to develop effective countermeasures against non-state actors who can simply add radioactive materials to a conventional explosive device to create a dirty bomb capable of devastating an entire city. Likewise, biological and chemical agents are readily accessible or relatively straightforward to manufacture in any modern laboratory. It is reasonable to conclude, therefore, that a CBRN attack of some type against the United States is not a matter of "if" but "when."
Even critics of the nation's CBRN strategy would concede that they would not wish to be proven right in their assessments, and even a single nuclear strike or massive biological attack on an American city would be catastrophic beyond measure. Not everything being done by federal and state governments with respect to CBRN preparedness is necessarily made public, but the severity of the problem demands more than a strategy still largely in the planning stages. Rogue nations represent a serious threat to U.S. interests at home and abroad, but even more troubling is the potential for non-state actors to obtain a vial of sarin, anthrax, plutonium, or another toxic agent and use it in an easily concealed device to attack a populated area. Although it is hard to argue with success — over fifteen years without a domestic CBRN attack — it seems only a matter of time before an ISIS-inspired or similarly motivated non-state actor attempts to use such materials in an unprecedented attack on the United States.
