It was clear that reforms were necessary to field soldiers capable of fighting for French interests and national honor. The government called for an increase in light infantry, which subsequently sparked initiatives for conventional infantry training in light infantry techniques. This training produced soldiers able to fight in both open and close order. The artillery unit's multiple gun calibers were reduced to just four varieties. New guns were developed that were more portable and lighter than earlier models, featuring standardized components and enclosed rounds.

As Liddell Hart noted, Jean du Teil argued that "light mobile guns for use in the field, when employed at high rates against infantry instead of for counter-battery work, can be significant in combat." Napoleon absorbed this principle during his service as an artillery officer under the command of Du Teil's elder brother. Infantrymen carried a smoothbore flintlock musket into battle. Under favorable conditions, a skilled soldier could fire his weapon two or three times per minute and, if fortunate, hit a target at 150 yards. To maximize the effectiveness of this limited-range, imprecise weapon, soldiers were arrayed in linear formations three ranks deep, enabling maximum volley fire.

The primary focus of training was moving soldiers rapidly from marching columns into firing lines. Individual initiative was actively discouraged. Officers, for their part, concentrated on aligning formations and directing their men's fire rather than exercising independent tactical judgment.

Napoleonic Tactics and the Rise of Military Theory

Napoleonic tactics and strategy were closely analyzed by the first great war theorists: Carl von Clausewitz, a Prussian general, and Antoine Jomini, a French general. On War by Clausewitz emphasized the close relationship between national policy and war, as well as the importance of mass force, economy of effort, and the destruction of the enemy's fighting capacity. Jomini, by contrast, stressed seizing enemy territory through precisely organized, rapid, and geometrically calculated maneuvers. Jomini's theories proved influential in North America and France, while Clausewitz's teachings shaped the grand strategy of the Prussian military throughout the nineteenth century.

Notable Prussian strategists who drew on Clausewitz included Helmuth von Moltke, who led his army to victory against France in 1870, and Alfred von Schlieffen, who devised the Schlieffen Plan — an envelopment strategy against Russia and France. Germany applied a version of this plan at the outset of the First World War. The nineteenth century was an era of sweeping technological change that profoundly transformed strategy and tactics, a transformation most visible in what is often called the first total war: the American Civil War.

The Industrial Revolution and Changing Warfare

Steamships and railroads dramatically increased the speed, reach, and volume of conscription and mobilization. Sustained industrial support for the war effort became critical. During the long peaceful period in Europe between 1815 and 1848, industrial expansion was extraordinary. In America, aside from the War of 1812 and the Mexican–American War of 1846–1848, there was political stability and remarkable national growth until the Civil War erupted. The Industrial Revolution made civilians central to providing industrial resources for war; the workshop had become a battlefield in its own right.

Chemistry advanced enormously during the nineteenth century, though a lag persisted before most new discoveries translated into military technology. Many common modern explosives were first identified during this period. Rockets existed but were not yet used productively. Advances in steel and iron manufacturing accumulated steadily throughout the century. By mid-century, military logistics blended old and new technologies: railroads moved supplies and troops fifteen times faster than troops could march, yet beyond the railhead, soldiers still marched and draft animals still drew supply wagons. The rail network consequently became the structural framework of strategy.

Only the Prussians fully mastered the integration of offensive and defensive railroad-based strategy. Elsewhere, soldiers clung to Napoleonic methods long after rifled weapons had rendered them obsolete — partly because the mid-century wars followed one another so rapidly that even thoughtful officers had little time to draw lessons from experience.

New Weapons and Technology in the U.S. Civil War

The U.S. Civil War produced profound political and social upheaval while simultaneously driving rapid technological change. Military men and inventors developed new classes of weapons — among them the submarine and the repeating rifle — that permanently altered the conduct of warfare. Of equal or greater importance were innovations not originally designed for war, such as the telegraph and the railroad, which transformed not only how wars were fought but everyday civilian life as well.

Many people struggled to adapt to the new armaments, which clashed with traditional military codes of honor and conduct. This was especially true of the submarine, regarded as an irregular weapon that relied on deception. Society continued to romanticize warfare through the lens of individual heroism and hand-to-hand combat long after new technology had made such notions obsolete. New destructive weapons such as the machine gun and the dumdum bullet found limited acceptance in European armies, though in the European colonies they were widely deployed to enable small European forces to conquer and control far larger indigenous populations.

Before the Civil War, infantry typically carried smoothbore muskets capable of holding a single round. The musket's maximum range was approximately 250 yards, but effective aimed fire required the shooter to be within about 80 yards of the target. Rifles, by contrast, could fire accurately up to 1,000 yards. As Moltke observed in 1858, "the fundamental and universal advancements in infantry arms alone brought about the need for alteration in the techniques of every branch. The infantry platoon's firepower goes beyond the destructive effect and range of the six-pounder cannon case-shot." His response to this reality was to advocate combining the benefits of flank ambush with a strategic defensive posture: luring the enemy to attack, breaking that attack with overwhelming firepower, and then destroying the attacker with a decisive counterattack. This strategy had clear limitations, however, as it required either an enemy willing to take the initiative or an exposed flank for the attacking force — conditions that were not always present in nineteenth-century warfare.

Other new weapons extended the battlefield into the air and onto the sea. Union observers ascended above Confederate lines and encampments in hydrogen-filled passenger balloons, relaying reconnaissance intelligence to commanders via telegraph. "Iron-clad" warships patrolled the coastline, enforcing the Union blockade of Confederate ports.
