The paper reveals the government effort for the development of PV energy systems. Since 1990, German government has assisted in the research and development (R&D) of PV technology, and the government has disbursed several million of dollars for the development of PV technology. The collaboration of the universities and the industries has also led to the rapid development of PV technology in Germany. The GUI collaboration has enhanced the costs reduction of Photovoltaic energy systems. However, the research findings show that PV investment is still expensive.
