Likewise, public policies ranging from immigration to the war on drugs and the de-institutionalization of persons with mental illness also have a substantial impact on local corrections (Stinchcomb and McCampbell, 2008).
The key to running a successful correctional institution is building an organization that is capable of good strategy execution. These types of facilities have a social responsibility not only to the prisoners that they house but also to the community in which they are located. They way in which they can do this is to make sure that the employees within the facility are prepared to deal with they things that are going to go on within the facility walls. The overall goal of a correctional facility is to rehabilitate inmates into socially responsible citizens that can be returned to society in order to be productive members.
The occurrence of doing jail time can be life changing for those within the jail system, whether they are inmates or jail employees. Primarily, the experience of doing jail time is mostly ignored in the exposure of public information by the media and covered from public view by politicians and officials of the criminal justice system. Prisoner re-integration poses significant challenges for policy makers, law enforcement and other criminal justice officials, and community members; but just as imposing a challenge is the issue of jail officer entry and integration into a patrol assignment within the urban community. The urban county jail systems consist of some of the worst conditions that can be found inside custodial institutions in the United States. These harsh conditions are characterized by over crowding, widespread cases of inmate mental illness, volatility resulting from racial and ethnic segregation, an increasingly low socio-economic and poorly educated inmate population, limited and under-funded inmate educational and vocational rehabilitation programs, and epidemic proportion health issues. The every day exposure to these as well as other conditions can have the same devastating affect and influence on the jail officer's social and professional development and behavior as it has on the incarcerated...
Jail officers also go through the effects of social separation and the personal and professional deprivation of doing jail time as they go through a jail socialization process that can be life altering. Exposure to the social values, norms, and standards of an established and functioning community, often fixes the basis for the healthy social development of an individual. Yet, the jail officers' social and professional development, in the police subculture, occurs in a physical environment lacking any of the common mainstream social values, norms, and standards, and one in which is characterized by an oppositional society that has established its own system of social values, norms, and standards (Meeks, 2005).
