The conservatives believed that with this type of program, the standards would have to be set so low in order to accommodate all individuals that there would be no one benefiting at all. There are not just ideological differences between the left and right, but there are ideological differences between groups as well. Ideology as viewed from a terrorist group compared to modern crime syndicates is a huge difference. Terrorist groups, who often attempt to control individuals, communities and governments through destructive means, do so because they believe that it is the 'right thing' to do. These groups have ideological beliefs that emphasize their objectives, and many of the groups are using terrorism to achieve those objectives. Terrorist groups have attacked buildings with planes, have bombed churches and synagogues, have killed and tortured thousands of people, and have caused mayhem throughout the civilized world. These terrorist groups have been around (in some cases) for thousands of years and, while their weaponry and ideological beliefs change, their penchant for destruction does not.
