Operational improvement with the criminal justice system has become paramount in light of the recent killing of unarmed African American men in police custody. These tragedies have illustrated not only errors in criminal justice standards but also a lack of proper oversight. Here the set of industry standards will be based heavily on standards of detainment within the criminal justice field. A slight discussion will be places on the psychological factors that are also embedded with the decision-making processes of law enforcement. Here, it is important to understand the psychological component of the industry standard as it perplexes many how a police officer can kneel on the neck of an unarmed black man for 8 minutes and 46 seconds without feeling some form of animosity. This animosity has manifested itself in numerous calls to defund the police, protests, violence, and many other actions on the part of society. These behaviors illustrate a need for higher quality standards of detainment, standards of education, an higher degree of training related to psychological biases on the part of the police force.

To begin, the police force is a necessary component of society. They are an important element in helping to not only deter criminal activity but also to apprehend and detain those who commit criminal acts. Here, they serve the necessary purpose of protecting communities, maintaining the rule of law in society, and ultimately safe guarding the values of society. Unfortunately, there are occasional events in which this power is abused.

This abuse has been illuminated through video footage which has provided concrete evidence as to what many were reporting on for decades. Travon Martin, Emmett Till, George Floyd, and others are but a few of the casualties due to excessive use of force by law enforcement against unarmed African Americans.

The national criminal justice reference service publishes the Standards for Law Enforcement Agencies. The manual serves as the standard for the law enforcement accreditation program. These industry standards themselves are set by four memberships associations which include the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE), the National Sheriffs' Association (NSA); and the Police Executive Research Forum (PERF). Due to these member associations input, the standard has been used for many decades to determine the use of force along with the psychological assessments used to vet law enforcement officers.

2. Analyze how...…testing and evaluating these elements specifically, law enforcement can hire and retain much more competent leaders in the field. These components also help to better establish and rectify relationships with the surround community. Here, policing is heavily based on trust and the ability to work together with surrounding communities. With a leadership team with strong emotional intelligence, relationships, irrespective of race, can be strengthened. As a result, the overall evaluation process can be improved by altering the standards to better incorporate racial relations when hiring law enforcement. In addition, law enforcement must undergo training to better understand psychological biases they may impact their apprehension activities.

7. Describe the evolution of this policy through continual evaluation.

The evolution of the policy is related to how race relations and psychological biases evolve over time. Here, the policy will first need to address the killings of numerous unarmed minorities in the hands of police custody. Secondly, the policy will need to address hiring practices to better alleviate the society concerns related to policing overall. Here, many communities are distrusting and fearful of law enforcement.
