One alternative mentioned by the author is to establish the accounts later rather than necessarily at birth. Likewise, there is insufficient information to allow an appraisal of other elements of practicality such as the exact amount of each account. In general, however, any means of assisting children born into poverty by increasing their access to mainstream financial services would seem to be a beneficial and worthwhile goal. A consequence has been the increasingly common act by states and cities of slashing budgets which either eliminate child welfare agency resources or even the agencies themselves. Today, in the anticipated aftermath of the rash of scandals pockmarking the Bush Administration's oversight in this area, many agencies are simply fighting to stay alive. And today, in so many state venues, there is a justified fear of the budget axe.

This usually ends up costing them even more money, both in unpaid days off of work and in medical bills, not to mention dramatically reducing the quality of life. First, applicants have to be both uninsured and not eligible for Medicaid for other forms of state sponsored insurance. In addition, not all S-CHIP recipients have to be children; states can get waivers to use S-CHIP funds to cover adults. These other recipients are generally adults

Given the evidence that proximity to fast food restaurants and schools can increase students' body mass index (BMI) our fund also supports zoning legislation
