I. External stakeholders for LAPD are:

A. The media

i. The media plays a critical role in public policy-making.

ii. In the criminal justice system, the media is essential in news coverage that sets the agenda for the strategic planning process in law enforcement agencies.

B. Businesses

i. Companies can help in fixing the criminal justice system.

ii. Businesses use their influence and leverage to influence policy decisions.

C. School

i. In LAPD, schools are used to enhance public awareness of natural disasters and foreign and domestic terrorism.

D. Society in General

i. Society can quickly be mobilized to help authorities address the issue of law and order among the citizens.

ii. The community members help identify areas needing further interventions in the strategic planning process.

E. Groups serving crime victims

i. Those serving crime victims help inform public safety areas that should be addressed when designing a strategic plan in a law enforcement agency.

II. Internal stakeholders for LAPD are:

A. Police officers

i. The primary mission of police officers is to prevent crime. For this to be effective, they must be involved in the strategic planning process to inform of areas they consider to need change.

B. Judges

i. In the strategic planning process, the rulings made by judges are integral in informing the planners of areas that need focus on the law enforcement agencies in the following years.

C. Probation officers

i. The role of probation officers is to offer to counsel for support groups and prepare case files for probationers.

D. Lawyers

i. Lawyers help mediate human rights among arrested persons and the criminal justice system, playing an integral role in strategic planning.

III. Public Safety Issues/Challenges

A. Crime and Victimization

i. The specific crimes related to crime and victimization are gun violence and hate crimes against Asian Pacific Islanders.

B. Violent Crime Related to Los Angeles County Metropolitan Transportation Authority (LACMTA)

i. Some related crimes are robbery, sexual assault, and aggravated assaults around the Metro transit system.

C. Gun Violence

i. Increased homicide and suicide rates due to gun violence and tragedies.

D. Terrorism and Mass Protests

i. Terror such as mass shootings has been rampant, while mass protests have led to the destruction of property in Los Angeles.

IV. Strategies for Scanning and Assessing Issues/Challenges

A. The SARA (Scanning, Analysis, Response, and Assessment) model could help scan and assess issues/s and challenges.

B. In the scanning phase, law enforcers work with community members to identify issues affecting them.

C. Analysis entails using the relevant data to ascertain if an issue is worth a concern.

D. Response entails defining relevant interventions.

E. Assessment involves determining the success of the interventions.

V. Data and Resources Needed to Address Issues/Challenges

A. Acquire new technology to relay real-time data to patrol personnel.

B. Resources will be needed for campaigns aimed at increasing awareness of gang violence.

C. Using gun coordinates to provide training on evidence management.

D. A task force will be needed to analyze progress in all areas of public safety identified.

Prioritization of Public Safety Issues/ Challenges

There are various elements of threats within the public domains that police at the Los Angeles Police Department aim at neutralizing in their strategic plan to foster public safety. Accordingly, public safety includes the diverse needs of citizens, communities, and a nation. The priority within which the issues and challenges of public safety should be addressed are as follows:

1. Crime and victimization- Crime ranges from robbery to other serious crimes such as murder, assault, and aggravated assaults. All these elements and victimization create fear among the public and minority groups such as the Asian Pacific Islanders (Strategic Plan 2021- 2023, 2021). Thus, the law enforcement agency has prioritized the need to handle crime and victimization in the city to ensure that every individual traversing the area remains protected.

2. Violent Crime at LACMTA- Mainly, this is the second issue in order of priority. The law enforcement agency aims at addressing any forms of violent indulgences taking place in the city center or the metro transit system.

3. Gun violence- This is a relatively major issue in Los Angeles and various other cities in the United States (Strategic Plan 2021- 2023, 2021). It ranks third in priority of public safety issues that will be handled in ways that minimize any forms of gun violence in the city.
