AI to Fight Terrorism

1. Executive Summary

Robotic technology has advanced over the past decade, and with the development of autonomous capabilities being integrated into robots, the possibility of using AI-powered robots for fighting US terror domestically and abroad is possible. This presents a number of benefits over using human troops, particularly in the performance of dangerous tasks and extreme environments. Despite the numerous advantages that AI robots can provide, convincing the public that these robots are safe is an important step in making them acceptable and operational. In order to gain public trust, it is essential to overcome justified concerns such as concerns of unmanned robotics damaging human rights or being used as offensive weapons against civilians. The public must be presented with reliable information regarding the safety and economic advantages of using these robots. This policy paper identifies the main issue of the Department of Defense using AI robots to fight terrorism, as far as the public is concerned, and provides a recommendation for addressing that issue.

2. Statement of the Issue/Problem

Can the public be convinced that remote controlled, AI-powered robots, are safe for fighting US terror domestically and abroad?

3. Background

Artificial Intelligence is an area of computer science that focuses on the development of computer systems that are intelligent, capable of learning and understanding their environment, and able to act autonomously. The US military has been researching and experimenting with AI-powered drone technology for many years (Shaw, 2017). This technology is primarily used for surveillance and intelligence gathering, but has enormous geopolitical ramifications as well (Shaw, 2017).

However, in recent years, AI-powered robotic weapons have been developed and tested, including machine guns on drones and autonomous ground robots. For the US military, AI-powered robotic weapons offer the potential to provide accurate and reliable support for troops on the ground in unfamiliar terrain or hostile environments (Nadikattu, 2020). Additionally, these robots could be used to respond quickly and decisively to terrorist attacks within the US by providing accurate and effective defensive actions (Nadikattu, 2020). Given the potential benefits of using these AI-powered robotic weapons, the main challenge facing the US military is convincing the public that they are safe to use domestically and abroad.

4. Statement of Department of Defense’s interests in the issue:

AI is a broad field of computer science that seeks to create intelligent machines, which are capable of perceiving the environment, comprehending natural language, and making autonomous decisions (Nadikattu, 2020). AI-powered robotic technology has been used in various areas including manufacturing and food production, transportation, medicine, and most recently for military applications. At the same time, there is concern about the use of AI in military and police departments, as it could lead to automated weapon systems, which could be used to carry out domestic and international terror operations without human intervention (Shaw, 2017).

The Department of Defense has an interest in this issue due to the potential advantages of using remote controlled, AI-powered robots for domestic and international defense and counterterror operations. The use of such robots could provide greater accuracy and precision when engaging with hostile forces, potentially reducing civilian casualties and collateral damage, as well as reducing risk to US military personnel. The US Department of Defense has pursued several policy options with regard to AI robots, including: 1. The establishment of the Joint Artificial Intelligence Center (JAIC) in 2018, which is responsible for accelerating the DoD’s adoption of AI and furthering the development of AI capabilities within the military. 2. The issuance of the Directive 3000.09, otherwise known as the “DoD Autonomy Policy,” in 2018. This directive outlines the goals of the DoD in terms of integrating autonomous weapon systems (i.e., robotic weapons) into the defense forces, as well as the rules for their development, testing and use. 3. A Strategic Plan for AI, issued in 2019—“identifies the critical areas of AI R&D that require Federal investments. Released by the White House Office of Science and Technology Policy’s National Science and Technology Council, the Plan defines several key areas of priority focus for the Federal agencies that invest in AI” (AI R&D Strategic Plan, 2019).

6. Policy Options:

There are three possible policy options the Department of Defense could pursue with respect to convincing the public that remote controlled, AI-powered robots, are safe for fighting US terror domestically and abroad:

1. Develop and publish transparent safety protocols for the robots, including outlining the specific algorithms used to control the robots and to determine responses to certain situations.

Releasing transparent safety protocols and algorithms used to control military AI robots could be disadvantageous if enemy forces were able to intercept and analyze this sensitive information. Such a data breach would compromise not only the robotic weapons' ability to counter potential threats, but could also potentially reveal the strategies employed by the Department of Defense in future conflicts. Additionally, such initiatives may afford us a unique opportunity to establish diplomatic ties between adversarial nations while promoting a greater understanding among citizens of our respective geopolitical interests.

Disadvantages of Option 3:

There is the potential for technical issues to occur during the demonstrations, which could lead to skepticism from the public. Plus, from a security and safety standpoint, the Department of Defense having public demonstrations of AI robots in controlled environments would not be an ideal solution.

Additionally, the adversarial nature of terrorism requires continuous vigilance which can only be achieved through secrecy and caution. Inviting members of the public to these events could lead to leakage of sensitive information that could ultimately weaken the very mission it is attempting to augment.

Furthermore, as technology advances, terrorists have become more adept at adapting their strategies in order to bypass any technological disparity between them and their opponents. Introducing any new AI robots into a war zone in an insecure way could otherwise weaken a defense’s posture by exposing its methods and allowing adversaries time to prepare countermeasures that could overwhelm those systems.

8. Recommendation:

8.1. Pursue Option 3

The Department of Defense should move forward with creating public demonstrations of AI robots in safe and controlled environments to build trust and demonstrate the viability of utilizing this technology. By presenting the obvious geo-strategic, economic, and humanitarian benefits of using AI robots in domestic and foreign counterterrorism operations to an enthusiastic audience, popularity and acceptance of their use may increase.

These demonstrations would also provide opportunities for the general public to observe the technical capabilities, safety protocols, and safeguards that have been employed when designing those robots to ensure their safe operation. This can help build trust in the technology and increase public understanding of its potential uses in military operations. Additionally, it can also provide an opportunity for the Department of Defense to showcase their commitment to safety and responsible use of AI technology. This can help to allay any concerns about the use of AI in military operations and may make it more likely for the public to support its use.

It is important that the public be considered when developing and implementing AI technology, particularly in the context of military operations, for several reasons:

1. Public opinion: The public's perception of AI technology can greatly impact its development and use. If the public is skeptical or fearful of AI, it may be more difficult to gain support for its use in military operations.
