Introduction: The Nature and Character of War

Major wars have almost always resulted in nations and adversaries developing new strategies and weapons in order to perform even better in future conflicts. This phenomenon has made it compelling to predict how future wars will be fought. Many military and conflict scholars have written theories attempting to do exactly that. Perhaps the most renowned among them is Carl von Clausewitz. Clausewitz developed a theory that has long been used to understand how the elements of war interact in conflicts.1 He also wrote a theory attempting to explain how those elements frequently change. In that theory, Clausewitz focused primarily on the changing social elements of war and downplayed the technological ones. This paper argues that technological advances and innovations in airpower, cyberspace, and space will alter the future of war and produce social changes, political changes, new war concepts, new doctrines, and new rules governing the use of airpower.

The nature of war is its essence — what differentiates it from other human activities. The true nature of war is that it is political, interactive, and violent. If an activity is not all three of these things, it cannot be classed as war; it is some other undertaking.2 The character of war, by contrast, is its physical and cognitive manifestation.3 War manifests itself in both the physical and cognitive domains. According to Clausewitz, the character of war is shaped by the groups or nations in conflict and their political goals and objectives.4 The conduct of war, meanwhile, is determined by military organization, type of government, societal norms, morality, culture, ethics, laws, technology, and several other factors that change and evolve over time.

The Role of Airpower in Historic Wars

Historically, airpower was first used in a major war during the First World War. Militaries used aircraft primarily for surveillance and observation, which helped them quickly identify and neutralize threats and negate enemy activities. This made it difficult for forces to conduct flanking maneuvers, contributing to the emergence of trench warfare and its devastating casualty rates. Simply put, the introduction of aircraft to warfare changed the future of conflict forever.

In the Second World War, the Allies were initially able to strike German forces and their territories almost exclusively through airpower during the first half of the war. This made it extremely difficult for Germany to defend its territories and completely altered the character of the conflict. It was in this war that militaries and nations also came to understand that control of airspace was perhaps the single most important determinant of success. Since then, most militaries around the world have sought air superiority to ensure that their ground forces can maneuver successfully without interference from adversaries. The development of lethal airpower by advanced nations, combined with the speed of modern air assets, are two factors that have fundamentally changed how modern wars are fought. Wars are no longer purely conventional engagements on defined battlefields between ground forces. They are irregular and asymmetrical — and the evolution of airpower has made that so.

Airpower's Role in Future Wars

The most capable air force in the world is the United States Air Force (USAF). The USAF is mandated to defend the country's airspace, project airpower during war, and protect the country in the information age. To accomplish these goals, the USAF relies on innovation and technological advances to carry out its five core missions: command and control; global strike; rapid global mobility; intelligence, surveillance, and reconnaissance (ISR); and air and space superiority in and via cyberspace. Each of the Air Force's critical systems is developed using its cyberspace capabilities. From intercontinental ballistic missiles to trucks, satellites, and aircraft, most USAF systems operate and maneuver within cyberspace.5 Cyberspace capabilities will therefore be crucial to fighting, flying, and winning wars in the near future. This is best exemplified by the Multidomain Command and Control (MDC2) concept, which will employ new frameworks in future warfare. Of primary importance in MDC2 is the ability to employ both new and existing war concepts and to integrate joint and coalition capabilities across all military operations.

Conclusion

As demonstrated above, airpower has already changed — and will continue to change — the future of war. The core missions of the USAF include air control, ISR, air mobility, and strike. These missions, and the critical systems that enable them, are continuously being enhanced through advances in technology and cyberspace. These changes are affecting the tactical and operational use of airpower and are reshaping how wars are fought today and how they will be fought in the future. New technologies in aircraft design, for instance, have enabled the production of faster and stealthier aircraft that have already altered — and will continue to alter — the character of war. Taken together, the trajectory of innovation in airpower, cyberspace, and space strongly suggests that future warfare will look fundamentally different from the conflicts of the past, requiring new doctrines, new rules of engagement, and new strategic thinking to match.
