What makes this paper effective
- The paper combines strategic planning with operational policy in a coherent structure, moving logically from mission and goals through to financial controls and legal compliance.
- Concrete details — such as the $100,000 fundraising target, the six-month timeline, and the itemized projection budget — ground abstract concepts in measurable outcomes.
- The discussion of 501(c)(3) requirements is directly tied to the organization's specific practices, making the legal framework practical rather than purely descriptive.
Key academic technique demonstrated
The paper demonstrates applied policy writing: it draws on academic sources (Burnett, Klein, Ciconte, etc.) to validate each policy recommendation and funding strategy, linking theoretical frameworks to real organizational decisions. This use of citation to justify operational choices is a hallmark of nonprofit management writing at the undergraduate level.
Structure breakdown
The paper opens with an organizational overview, then moves through a fundraising plan (strengths → objectives → goals → strategies → timeline), followed by financial policies (authorization, donation acceptance, asset protection, internal controls). The final sections address 501(c)(3) compliance and enumerate four funding source categories. Each section builds on the previous, progressing from planning to governance to legal and financial sustainability.
Introduction to PALS 4 Paws
PALS 4 Paws is a nonprofit organization dedicated to safeguarding pets in the United States — protecting them from abuse, neglect, abandonment, and euthanasia. The goal of PALS 4 Paws is to decrease the number of animals entering animal shelters and to increase the number of local adoptions, ensuring better lives for pets. As a nonprofit, PALS 4 Paws manages the rescue of pets that fall victim to mistreatment, tragedy, or other forms of animal suffering. At the same time, it provides pet lovers with low-cost adoption opportunities by facilitating the adoption process through owner-to-adopter communication. This paper discusses the fundraising aspects of PALS 4 Paws as well as the details of the organization's financial policies.
Fundraising Plan
Strengths
Based on an assessment of the organization, three key areas of strength are identified. The first is the dedication of the organization's executive director and staff to the organization's mission. The second key strength is the extensive network that the executive director has cultivated, enabling the organization to pursue adoption opportunities, corporate partnerships, and sponsorships. These connections are especially strong in animal rights circles where the executive director is well-known. The third strength is the organization's growing network of supporters. More people are recognizing the importance of safeguarding animal rights and providing pets with stable homes, and the organization's following continues to expand.
Fundraising Objectives
The organization has established the following objectives for its fundraising activities. The first objective is to increase and improve the reach of PALS 4 Paws' programs. The organization is seeking opportunities to expand into more localities and regions, which requires funds to support community education, information dissemination, and community building. The second objective is to launch a community program that enables the organization to reach more pets and potential adopters. Achieving this requires developing a strong team, which in turn requires financial support for salaries and community education activities. The third objective is to build a sustainable revenue stream by charging subsidized fees for adoption services. The organization seeks financial support through sponsorships, grants, individual donations, and government funding in order to diversify its revenue streams and focus on available fundraising opportunities.
Fundraising Goals
The primary fundraising goal is to raise $100,000 to support the organization's mission and the objectives described above. The secondary goal is to build organizational capacity to reach more pets and adopters while creating a sustainable revenue stream to support future activities.
The organization aims to develop a donor pipeline sustained through recurring donations via membership schemes or an annual fund. PALS 4 Paws also seeks to expand its funding programs in order to attract corporate and nonprofit sponsors.
Funding Strategies
PALS 4 Paws plans to develop and implement this fundraising plan in alignment with the organization's broader strategic plan. The board of directors will be actively involved in all fundraising activities to achieve maximum benefit. The organization will also cultivate a culture of internal philanthropy, encouraging board members and staff to contribute. A dedicated fundraising team will be formed to manage all related activities. Through its individual giving program, the organization will seek contributions from as many individuals as possible and use those figures to negotiate matching or additional contributions from corporate partners. An annual fund will be developed to generate unrestricted revenue. Finally, the organization will employ prospect identification strategies to achieve its fundraising goals.
Fundraising Timeline
PALS 4 Paws is eager to launch these fundraising activities; however, the organization is currently constrained in human resources. The plan is to raise the required funds over the next six months. This timeframe allows PALS 4 Paws to establish a fundraising budget, address staffing needs, and build a donor database. Individual giving will begin immediately, while grants and corporate or nonprofit sponsorships are expected to commence within two months once the necessary organizational capacity has been established.
Financial Policies
Operational Authority and Financial Transactions
For PALS 4 Paws, the treasurer serves as the authorizer of all financial transactions. The treasurer reviews all invoices for accuracy and conformity with the budget before authorizing payment. The treasurer is also responsible for maintaining records of all financial transactions. All expenses must be accompanied by an invoice and a purchase order or petty cash requisition to ensure funds are properly documented. Once authorized, payment is passed to the appropriate party for check preparation and signing.
The organization prohibits the following practices: paying invoices that have not been approved or lack an approved budget, issuing blank checks in advance, and making checks payable to cash or to the bearer of the check.

Donation Acceptance
By accepting donations, PALS 4 Paws is exposed to the risk of receiving stolen or otherwise problematic funds, as well as donations with donor-imposed restrictions on their use. The organization's policy is to receive funds through its bank account or through cashless payment methods such as debit or credit cards. Where a donor uses a debit or credit card, they will be required to confirm ownership of the card in order to prevent fraud.
Checks received at PALS 4 Paws' offices will be photocopied for records and then deposited. All checks will be endorsed with a stamp to ensure they are deposited only into the organization's bank account. The treasurer will write the organization's bank details on the reverse side of the check before depositing it. The organization will not accept cash at its offices, as cash is vulnerable to theft. Any person wishing to donate in cash will be asked to deposit the funds directly into the organization's bank account, providing their name, address, and the purpose of the payment.
All donations above $50 will be formally acknowledged with a letter or card confirming receipt and thanking the donor for their generosity. The cost of acknowledgement, including postage, must not exceed $8. The acknowledgement will include the donation amount, the date it was received, the purpose of the donation, and a statement confirming that the organization does not and will not provide any goods or services in exchange for the donation. A contact number will also be provided in case any detail is misstated.
Asset Protection
The organization's assets are under the protection of the board of directors. All assets will be clearly labeled with organizational asset tags and documented in the organization's financial records, including their value, depreciation amount, and other relevant details. The organization's bank accounts will be listed in the asset register, and all balances will be updated within two working days to ensure they remain current.
Internal Controls
To ensure internal control and transparency, the organization will separate fiscal and financial roles — including custody, authorization, execution, and monitoring. Each role will be assigned to a distinct individual so that the person writing checks is different from the person signing them, who is in turn different from the person approving the annual budget. Additionally, the board will regularly review the financial risks associated with the organization's operations in order to establish policies and procedures that minimize those risks.
