Disasters always put emergency response teams to the test, and the public is keen to evaluate their level of preparedness. During the 2005 hurricane season, the disaster response team was caught unprepared, and its performance was widely rated as inadequate. The United States disaster response system had laid out strategies to address different disaster levels, including issuing emergency call numbers. However, the system was not ready for an active hurricane of this magnitude. Authorities were criticized for failing to coordinate all entities involved in disaster management. Given the scale of Hurricane Katrina, it was essential for state and local governments to collaborate with the U.S. military to minimize damage. The emergency response system should have had a clear mechanism to escalate cases requiring the attention of the most powerful entities available (Gheytanchi et al., 2007).
Communication Failures and Fragmented Command
The primary challenge that limited the efficiency of the rescue mission was a delayed and unreliable communication framework. There was no standardized method for the state to share information with federal agencies, and as a result the chain of command was broken. A lack of centralized decision-making is a leading cause of confusion in disaster management scenarios. Rescue teams must have a working system that facilitates peer-to-peer communication, and when necessary, personnel should be able to escalate issues to the next level of command for further action (Gheytanchi et al., 2007).
The criticism that followed Hurricane Katrina prompted authorities to form a new National Response Plan comprising at least four different command structures. The Federal Emergency Management Agency (FEMA) controlled two levels of command, and this arrangement was intended to close gaps identified during the recovery effort. Two other command structures were managed by separate military entities — the U.S. Northern Command (NORTHCOM) and the Louisiana National Guard. These two command levels operated independently, with no central authority to coordinate their activities. Having multiple independent command levels led to significant duplication in both planning and execution, meaning the core challenges of poor coordination and communication remained unresolved (Gheytanchi et al., 2007).
Coordination Gaps and Their Human Cost
The lack of centralized coordination also complicated the process of assisting survivors, since there was no clear mechanism to deploy health personnel in the field. The confusion was equally apparent in the recovery of victims, with delays lasting days. Blame-shifting became commonplace, with Louisiana's governor claiming that FEMA had delayed finalizing a contract with a private contractor. Similar excuses were repeated across multiple command levels, and the cumulative result was a severely compromised recovery mission (Edwards, 2015).
It took days to deliver medical supplies to areas in desperate need. In some cases, supplies were wasted because accurate information was never communicated about what was needed or where it should be delivered. For example, FEMA wasted millions of pounds of ice during the operation, while some of the most vulnerable victims never benefited from it. Another significant waste was the $900 million FEMA spent on 25,000 mobile homes that were never used due to existing regulations. Because many of Katrina's victims lived on flood plains, FEMA was prohibited from placing mobile homes there. Weather forecasters had predicted an active and dangerous hurricane season in advance, making the government's unpreparedness an especially serious failure (Edwards, 2015).
In an active disaster environment such as that created by Katrina, unity of operation is essential. Different states must work as one, with centralized decision-making and command to avoid the kind of confusion that cost lives. Collaboration must be prioritized to prevent unnecessary conflicts, and communication at all levels and across all departments must be synchronized to ensure the on-demand distribution of medical supplies and aid workers (Howitt & Leonard, 2006).
