Potential to Spark Investment

Getting a high-speed connection for a business can be quite costly, and many businesses prefer to operate without an internet connection rather than bear that expense. With a municipal WiFi network, businesses have the potential to access the internet at low cost and without having to make large initial investments (Ylipulli, Suopajarvi, Ojala, Kostakos, & Kukka, 2014). The marina area has the potential to attract many investors and businesses, but since it is located far from the city center, many people choose to keep their operations in the city instead. The lack of an affordable internet connection has further limited business growth in the area.

With a municipal WiFi network in place, businesses could open new offices in the downtown area, which would boost the region's overall development. Investors like to see an area developing before committing their capital, and municipal WiFi would make it easier for the municipality to attract potential investors by reducing their operational costs and offering free internet access for a limited period. Worker productivity can also be strengthened because employees can operate from any location within the municipality.

The few restaurants in the area need to attract more customers. One effective way to do so would be to offer internet access on their premises, but the investment required has made this difficult. If the municipality were to offer free internet access to some businesses, or charge a nominal fee, it would encourage them to pass the service on to their customers at no charge. The historic city is already attracting visitors, and many are purchasing property in the area — a clear sign of investment potential. Offering visitors easy and free access to the internet would also benefit the municipality through organic promotion, as individuals post and write about the area in real time across social media and travel platforms.

Using the Network for Municipal Services

The network can make the jobs of city workers substantially easier through applications such as automated meter reading. This would reduce the need to send meter readers to visit residential homes and businesses in person (Evenepoel et al., 2013). Automated meter reading can also improve service delivery and reduce the time required to process customer billing. There have been media reports in other cities of meter readers being attacked and seriously injured by dogs — an occupational hazard that would be eliminated if the city implemented automated meters. Building, fire, and restaurant inspectors could similarly file their reports online as they conduct inspections, without needing to return to the office. This would reduce report processing time and ensure that no paperwork is lost or misplaced. The travel time of municipal employees would be reduced drastically, and the costs saved could be redirected to other priority areas.

Police and firefighters could gain remote access to building blueprints, criminal records, and security camera feeds, making their work more efficient and reducing the time needed to respond to incidents. Using live security camera feeds, police could track a suspect in real time without relying solely on the control room for information. In a fire emergency, firefighters could access building blueprints instantly to determine the safest and most effective way to enter a structure and save lives. Public safety could be greatly improved through dedicated use of the network during emergencies or disasters. The network would include a separate channel reserved exclusively for public safety use, inaccessible to the general public. Through this private channel, authorized personnel would be assured of uninterrupted network access, ensuring their work is never compromised.
