Yucca Mountain would consolidate all of that waste in a single remote location, which many people believe is a safer alternative to today's dispersed storage methods. Most Nevada residents strongly oppose it, and many scientists and policymakers believe the site is geologically unstable and unsuitable for long-term nuclear waste storage. The repository has been in development since 1978, and many people wonder whether it will ever open, while others fervently hope that day never comes.
Nuclear waste has been a growing problem since the spread of nuclear power plants in the 1950s and 1960s. Power plants rely on radioactive fuel rods to generate electricity, and when those rods are spent, they remain highly radioactive and must be stored somewhere. Currently, spent rods are kept at facilities around the country, but for safety reasons the government wants to consolidate storage in a single remote facility built specifically to handle large quantities of nuclear waste. While the idea is plausible in principle, the site chosen for the facility has faced numerous problems since its inception.
Yucca Mountain is located in a remote area of Nye County, Nevada, approximately 100 miles north of Las Vegas. The site was chosen for several reasons, chief among them that the federal government already owned the land — it falls within the secure boundaries of the Nevada Nuclear Test Site, which makes it convenient for both security and land use purposes.
Why the Government Chose Yucca Mountain
Because the government already owns the property and it sits within one of the most secure facilities in the western United States, Yucca Mountain initially appeared to be an ideal location. As one writer notes, "Made of volcanic ash laid down between seven and 12 million years ago, Yucca was selected primarily because of its aridity. If water were to reach nuclear waste containers, it could transmit hazardous material to nearby populations or contaminate farming." The U.S. Department of Energy has also stated that "scientists have long considered Yucca Mountain a promising site for a repository due to the area's dry climate, remoteness, stable geology, deep water table, and closed water basin."
The federal government is involved in nuclear waste disposal for several reasons. Some of the waste originates from government defense programs, and the Department of Energy is responsible for energy-related health and welfare matters affecting the American public. The government is also likely the only entity capable of appropriating the enormous funds needed to study and build such a facility, or of securing sufficient land in a remote, protected area. Officials maintain that a new waste repository is critical to the continued operation of nuclear power plants in the United States, because current storage facilities are overcrowded, outdated, and often situated near large population centers in the East — conditions that could pose significant health risks in the event of an accident.
Beyond the technical rationale, there is a political dimension to the site selection. At the time Yucca Mountain was chosen, Nevada had a small population and limited congressional influence, which made it easier to push the relevant legislation through Congress with relatively little opposition. While the government has not acknowledged this factor directly, it is widely noted by critics of the project.
Political Opposition and Nevada's Growing Voice
It was not until Senator Harry Reid of Nevada rose to a Senate leadership position that the project came under serious congressional scrutiny and concrete steps were taken to halt the facility's development. Nevada, particularly the Las Vegas metropolitan area, has become one of the fastest-growing regions in the country, and as new residents arrive, they add their voices to opposition against the dump's location. Many observers believe Nevada was originally selected because the government calculated it could override local concerns and advance the project through Congress with minimal resistance, since few people outside the state cared deeply about the site's location.
As one writer observed, "Most Nevadans believe they are victims of politics when it comes to Yucca Mountain. The sparsely populated state has historically had only two representatives in the U.S. House; a third representative was added last month, thanks to the influx of residents to booming Las Vegas." As awareness of the dump's implications spread, more people concluded that the Yucca Mountain plan was flawed, and opposition continued to grow — particularly across the western United States. A Los Angeles Times staff writer described the dump as something "hated in much of the West," noting that it appeared to be "in deep political trouble in Congress" and that "a number of presidential candidates have attacked the dump."
