Crime in America is at an all time low. This happened due to many reasons, namely increased police presence on the streets, the greater use of technology, including video cameras, low power street lights, computer database searches, and DNA testing. Also urban centers are gaining popularity with a younger generation of America, and the reputation of the 1970s and 1980s is no longer true for American youth.

The Metropolitan Philadelphia Indicators Project – Youth: Suburban Children at Risk (2007) reports that it has been held traditionally that children who grow up in suburban areas or outside of the city "are shielded from the harsh social environments that many inner-city children must confront…" however, this is not the case as most suburban youths have a quite different experience. It is reported that the Brookings Institution stated in 2006 "for the first time in U.S. history, the number of suburban poor people now exceeds the number of urban poor, by at least a million persons." (Metropolitan Philadelphia Indicators Project, 2007)

Cohen, Kluegel, and Land in their article Social inequality and predatory criminal victimization: An exposition and test of a formal theory adopts the interpretation of five factors in association with criminal victimization risks. Guardianship has direct, proportional relationship to the income levels. The book notes that the presence of anomie state within the society is the main cause of crime. Cohen et al describe the main cause of crime as the social inequality within the community. Both articles (Social inequality and predatory criminal victimization: An exposition and test of a formal theory. Both articles view crime as a social problem facing the contemporary communities. The articles also have a similar view on the fact that crime society should face crime as a unit since it affects everyone in the context of the community.
