The problems with the sample Request for Proposal (RFP) deal with the requirement of at least 60% of the participants must be placed as self-employed individuals, on in jobs that are training related. The sample jobs do not lend themselves to self-employment or training in many cases, and it seems that if that part of the program is met, it would lead to an over abundance of training personnel and self-employed personnel, rather than training in a vocation where the individual can grow and gain responsibility. In addition, the subcontractors are responsible for recruiting, when it seems a better solution would be to utilize local or government programs, such as unemployment offices, where individuals are in need of the service.
