An advocate could become necessary in schools where many of the special needs students are being overlooked. In these kinds of situations, staff members are doing just enough to remain in compliance with the law. This is when an advocate can serve a role of helping to refocus the staff with IEPs. The way that this is achieved is by pushing everyone to do more in reaching out to students and begin working with parents. At the same time, the advocate will monitor what is occurring and makes suggestions for dealing with potential challenges. This is when there will be a change in the learning environment.
