If there is so much oil yet to remove, why is BP pulling back its responders? Plaquemines Parish President Billy Nungesser believes that BP is scaling back "…as quickly as possible to declare victory and head home." The fewer oil workers there are the "smaller the crisis," Nungesser asserts. "They want it all to just go away," says Nungesser in Jervis' article, "and we're not going to let them do it."
